JIGAWA DEBT: LAMIDO Vs TURAKI – A CASE OF EXECUTIVE IRRESPONSIBILITY

Today is exactly ten and a half months since I stopped commenting on the affairs of Jigawa State. Throughout this period, I never care to pass any comment either verbal or written, because I was totally disgruntled and completely disenchanted with the way and manner the former Jigawa civilian administrator, Saminu Turaki, made our State a subject of caricature.
   The recent revelation by the new government of Alhaji Sule Lamido on N250billion debt and financial improprieties of the past administration of Turaki, has left majority of people of Jigawa in confusion and doubts as to whether the State can ever recover from the heavily debt burden that was foolishly accumulated by Turaki.
Common sense can tell one that a State as small as Jigawa cannot by all standard, collect, borrow and spend a whopping sum of over N500billion within eight (8) years with little or no project that is worth N50 billion on ground.
   Indeed, no prophet of doom, sooth-sayer or a fortune-teller can have us believe that such huge amount of money was spent judiciously in Jigawa State. What is more scaring about this debt of a thing is: no state in Nigeria that is as bankrupt as Jigawa. That is to say, Jigawa is now the most indebted state in Nigeria. And don't forget that "ours" is among the most poor and poverty stricken state in the country-courtesy of Turakin Hausa!
In fact, nobody knows the exact amount of money that the state owes. Even Lamido who is presently the head of our state's affairs, has no certainty over the actual debt figure owed to Jigawa. Hear him:

"Obviously, the debt revelations are very, very intimidating because, the impression we got was that we were only indebted to the tune of N29 billion. But what we have there, is right now, our liabilities, the amount of money we are owing, is about N250billion as against the N29billion given to me on my inauguration".
It is therefore crystal clear that the man (Turaki) for eight (8) good years was busy looting the state's treasury using all kleptocracy tendencies that now put the entire Jigawa people in permanent economic degeneration. I have said it times without number i.e. anybody who can accumulate so much a debt to his people without giving a second thought, is highly irresponsible. Also, if one has the gut to proudly say "governance was a continuous process and therefore nothing was unusual about the debt", then such a person is either suffering from multiple psychosomatic disorder or permanent de ja vu phenomenon.
Indeed, one finds relevance here to label Turaki as unreasonable for a simple reason that he presided over astounding policies and programmes that none of his colleagues could think of implementing them in his own state. For example, Saminu was a man who had the highest number of commissioners and advisers in the whole country. His government operated with 27 Honourable commissioners, 68 Special assistants, 9 Senior advisers, 20 Special advisers, and as reported by Daily Trust Newspaper of Tuesday, august 8, 2006, he had 5 Commissioners, 2 Advisers, 3 Special assistants added to his kitchen cabinet, making a total of 133 of such political appointees. This surpassed even the appointments at federal government level.
Apart from this, his educational policies were also astonishing. Out of 81 Secondary schools, Saminu created 320 Junior Secondary Schools (JSS), most of which have only 2 or 3 staff, the Principal and one or two teaching, Hausa, I.R.K and Arabic. He did this by converting the existing primary schools in the state into the said secondary schools. And don't forget that these "converted" schools maintained the same teachers who are "upgraded" to teach the junior students (?) and/or pupils. It will interest the reader to learn that in the 2006 SSCE results the collective performance of all the schools in Jigawa State is not up to that of a local government area in Kano State, our nearest neighbour(See WAEC 2006 results).
   So all these are reasons why we so much hate "Turakin Hausa" with a passion. Therefore, Governor Lamido and Nuhu Ribadu (the EFCC grand commandant), have a very long way to go in their quest to unravel the person in Saminu that they thought to have known over time.
In sha Allah we will subsequently delve into the financial aspect of the transition committee's report, contract awards and outstanding liabilities so as to come up with a valuation report on each Kobo spent and see whether we can at the end of the day justify the  N250billion debt being incurred to people of Jigawa State.

Some top government officials in Jigawa State especially those who served in the Saminu Turaki administration were reported to have gone into hiding at the weekend when news of the arrival of officials of Economic and Financial Crimes Commission (EFCC) fittered into town. The EFCC officials were allegedly invited by the state government to take stock of its account.

Special adviser to governor Lamido on Media Affairs, Mr. Adagbo Onoja, however dismissed the insinuation. He told LEADERSHIP that EFCC being a federal government agency, has the right to be any place without a formal invitation.

"After all it is not in our character to victimise or witch hunt any body, so if really they were in Jigawa, probably they were executing their assignment but not on any body's invitation", he said.

Also the state police commissioner, Alhaji Saleh Ningi, comfirmed the presence of the EFCC operatives led by a DSP, but did not give further details.LEADERSHIP gathered that part of its assignment in Dutse, includes to ex-ray all financial transactions and commitments incurred by the administration of former governor Turaki in the last eight years, scrutinizing all banks lodgements, contractual payments, loans and advances.

Others include award of contracts, mode of payment, balance sheets, and accounts, among others.

Furthermore, it added that the (EFCC) will conduct a thorough investigation towards authenticating the level of issuance of Banks withdrawals, loans, and advances owed the state government, balances, etc.

It was reliably gathered that even before the arrival EFCC to the state, the state government has directed the state officials of the ministry of finance to collect necessary financial data from almost all commercial banks residing in the state capital, purposely to expatiate on true financial transactions in connection with loans and advances in order to keep record straight on the issue of inherited liabilities.

Similarly, our man on ground has reliably gathered that all state ministries and parastatals were ordered by the government to suspend financial transaction and withdraw their savings with the Guarantee Trust Bank plc, for unknown reasons.

It could be recalled that during the inauguration of the eight man committee headed by Alh. Ibrahim Isma'il (The Waziri of Ringim) recently, governor Sule Lamido of Jigawa state has said 'the setting up of this committee was not meant to witch-hunt anybody.

Our Correspondent has reliably gathered that with the current development of Senator Turaki's position in the senate, as senate committee Chairman on EFCC and Corruption, how will he spare himself from public prosecution if at the end of the day the EFCC or Governor Lamido's committee founds him culpable.

Much as people are entitled to their opinion on issues of Jigawa with respect to the
state of its finances, I strongly feel that the truth and only the truth should be us
ed to indict whoever. A situation where some people claim that the state is indebted
to the tune of N137 billion (some even put is at N250 billion) is the highest form of
injustice,dishonesty, mischievious misinformation and wickedness. Saminu may have do
ne a lot of bad things but that does not justify that lies should be spread for whate
ver reason- political, sectional or otherwise. Let it be known to all that there is n
o N137 billion debt or liability of whatever kind in Jigawa State and this is a fact
that can be verified independently. Accordingly, those who orchestrated these fal
sehood should fear Allah and cross-check their source with a view to reversing themse
lves and apologising to all for two wrongs certainly doesn\'t make a right. DO IT NOW
AND SAVE THE STATE AND ITS INDIGENES THE TERRIBLE EMBARASSMENT THAT IS A DAILY OCCUR
ANCE. I pray that God will forgive you as you plot the downfall of others to your
own benefit. Must you resort to deciet and mischief despite the abundant truth that
would have served your purpose? Power and life itself is transient and God will certa
inly judge us all.

In China, you will be executed if your are found guilty of corruption. If you really
means good for Nigeria, stop talking and act. Full of bullshit stories.

It would have been disappointing if EFCC had left Saminu Turaki to run away with his
loots. Can any body compare the level of infrastructural, human and economic developm
ent achieved in Kaduna state (far, far ahead) to that in Saminu\'s Jigawa? yet all th
ose achievements were accommodated within the national allocation to the state (Kadun
a), but Saminu borrowed morethan N130billion and we in Jigawa are still the least dev
eloped in the country! what a shame! what a collossal loot! If EFCC does not bring hi
m to justice then, it has better stop parading itself as doing a just and fair work t
o Nigeria and Nigerians.

At last! Saminu Turaki should not be allowed to represent in the senate. He is a chea
t, criminal.....etc

Turaki government is a conglomarate of thieves, especially the commissioner for secu
rity who get a booty of N960,000 .00 for every ballot alocation dished out to the so
called masess of his LGA of origin.

Lamido should probe Saminu, even if it is Innah that is in Lamidos position should no
t ignore the atrocities and recklessness of her son

I only pity the masses of Jigawa state. Saminu and Lamido are birds of the same feath
er they will flock together and meet Ribadu and get away with it .Imaging Saminu a me

saminu is no different than any other person who serve in the nigerian government fro
m its inception, out of the thousands that served in the previous regime, give me ten

In summary, Lamido owes us Jigawians a responsibility to probe Saminu Turaki; Despit
e the damning evidence, Ribadu deliberately refused to probe Saminu in the past and c
annot be trusted to do it now; Let us all Jigawians pray to God Almighty to mete out
on Saminu Turaki the harshest of punishments. ALLAH YA ISANMU!

Lamido cannot probe saminu becasue that will go against the agreement they had that l
ed to his becoming governor. Besides how can he explain the public millions spent on
his campaign and subsequent election expenses running into about 800 million. His cam
paign coordinator aminu ringim, an evil schemer and saminus chief of staff was retain
ed by lamido as chief of staff. This man coordinated the campaign including the plund
ering of jigawa to finance the campaigns. This same indiidual oversaw the recall proc
ess of faruk adamu which cost over a billion. He was arrested by efcc at one poit and
as only released after saminu signed over $12 million which they stole and was trace
d to his companies account, EPCEL limited in the cayman islands. Ironically and to ad
d insult to injury this same EPCEL was the company used by saminu to defraud the gove
rnment of over 4 bilion under the nonsesne ethanol project in Jigawa which obj went t
o comission. With ppl like ringim now making statements on behalf of lamido how ca
n we make any progress. I saw his statement saying lamido wil not tolerate lateness t
o functions, and these same guys encouraged saminu to come to functions sometimes 12
hours late without any apology so that praise singers can say \"dubu jiran mutum daya
\"., and every one can be reminded of who is boss. This same ringin cautioned ali saa
d when he was governor to walk a bit slower because his gait was not gubernatorial.
May Allah help us all

Governor Lamido should face up to the reality on the ground-that is he must as a nece
ssity cleanse the state of the abominable crimes commited by Ibrahim Saminu. And this
of course includes a thorough probe of all the profilgate and reckless finacial tran
sactions of the Saminu administration in the last 8 years.Anybody directly or remotel
y connected to this outrageous plunder of the peoples wealth should face the wrath of
the law. The cuurent Deputy Governor who co-led in this plunder as commissioner of f
inance should honourably resign so that justice could take its course. Otherwise he s
hould face summary impeachment by the State Assembly. If the truth be told,our elite
s and traditional rulers should bury their heads in shame as none of them dared to ca
ll this lunatic to order. They have all betrayed the masses of our state. I must thou
gh sigle out Faruk Adamu Aliu and Sani Hussaini Garun Gabas for their unrelenting cru
sade aginst the madness and injustices perpetrated by the cabal in Dutse.

EFCC should probe the sesame seed export scam where it was reported on the internet t
hat saminu used local goverment funds to purchase sesame seed under an export scheme.
The seeds running into billions were exported to a company called Muramasa resources
in japan owned by saminus wife and one paul naruse. To date not a single dollar has
been remitted back to those local governments as export proceeds. This man is the gre
ediest politician in nigeria today and his attrocities and irresponsible looting has
imoverished the over 4 million people of his state. He sees nothing wrong in spending
months in a 15,000 dollar hotel suite or dashing girlfriends 100.000 dollars while h
is state is adjudged the poorest in the contry. Shame on you , you must pay the co
nsequences

Saminus failed presidntial bid cost his state over 4billion naira. His decampment fes
tivity in dutse alone gulped about 400 million while 100 million was given to kano pd
p chairman to organise his formal declaration forn presidency. close to 6oo million w
as paid to pdp national officers with one nbig shot getting 250 million to provide wa
iver for his bid. All this was paid for directly from state finances with no regard f
or accountability or due process. He corrupted the presidency and Babas siblings with
billions and that explains efccs inaility to nab him in the past despite damming evi
dence. Saminu has not signed or approved any payment in jigawa in the last 2 years
leaving the paperwork to his ssg who he later handed over to as acting governor, and
his commissioner of finance who is now the deputy governor. His reasoning is since t
he person whose signature appears on the approvals now has immunity, then his ass is
covered also. We should stop wasting time and pick up these people to explain the dsi
parity between jigawas revenue receipts and the absolute lack of any infrastructure o
r development on the ground. Every major project from sugar factory to the 14 billion
eastern bypass is a failure. Even the much touted Informatics university in kaza
ure is a fraud becasue the franchise fees payable to Informatics singapore is paid th
rough a third party agency owned by saminu and his girlfriend who collect the fees fr
om the government at an inflated rate and remit peanuts to the company. In fact at a
point saminu was rumored to have bought substantial satke in informatics, thereby pay
ing himself. The 150 jigawa students sent to singapore to study were packaged and sen
t their by saminus company and hundred of millions collected from local government on
behalf of the students with about 20% paid to the actual school. jigawa people ne
ed answers please. Nuhu Ribadu should sit up and make the jigawa issue a test case fo
r his agencies resolve.

Saminu was running a monthly air charter flight of close to N50 million for the last
two years paid for by jigawa, and later graduated to wet leasing a 727 for his intern
ational trips , all at the states governments expense while he could not provide 50 m
illion to solve kazaure water problems.When he lost his sister last year a private je
t was chartered from singapore for 5 days for his wife living there to come and pay c
ondolence at over 300,000 euro. This is a man that will award 2 billion contract to a
girlfriend for supply of rubbish like cctv camera and laptpop computers kawai saboda
kudin jamaa ne ba na ubanshi ba. God will not allow Saminu to destroy a state and ju
st go like that

It appears that Saminu may not escape his irresponsible and plunderous administration
after all.Imagine the idiot borrowing money on behalf of his companies, INC, ARKEL a
nd WILDCAT to the tune of over 14Bilion and then using the State government as a gura
ntor and ultimately the banks have been deducting this repayment from the states stat
utory allocation since august last year. Part of the States indebtedness constitutes
$100 milion which GTB gave to his company INC to pay for signature bonus for two oil
blocs given to him by Obasanjo for his theird term role. The State government has als
o been repaying this loan since last year. That is why lamodo said some banks were
helping the governors to steal money. EFCC should look into Saminus bullion naira
asetts spread over the west african coast including hotels and a bank in Burkina Faso
, an airline and mining concession in Mauritania and a 150 unit housing estate in Nia
mey which he bought after the franco phone games last year. They may also beam thei
r serachlight on singapore and libya where his brother bashir is currently a fugitice
. Allah ya Isamma mutanen jigawa, Shege barawo kawai!!

Much as people are entitled to their opinion on issues of Jigawa with respect to the
state of its finances, I strongly feel that the truth and only the truth should be us
ed to indict whoever. A situation where some people claim that the state is indebted
to the tune of N137 billion (some even put is at N250 billion) is the highest form of
injustice,dishonesty, mischievious misinformation and wickedness. Saminu may have do
ne a lot of bad things but that does not justify that lies should be spread for whate
ver reason- political, sectional or otherwise. Let it be known to all that there is n
o N137 billion debt or liability of whatever kind in Jigawa State and this is a fact
that can be verified independently. Accordingly, those who orchestrated these fal
sehood should fear Allah and cross-check their source with a view to reversing themse

It would have been disappointing if EFCC had left Saminu Turaki to run away with his
loots. Can any body compare the level of infrastructural, human and economic developm
ent achieved in Kaduna state (far, far ahead) to that in Saminu\'s Jigawa? yet all th
ose achievements were accommodated within the national allocation to the state (Kadun
a), but Saminu borrowed morethan N130billion and we in Jigawa are still the least dev

Lamido cannot probe saminu becasue that will go against the agreement they had that l
ed to his becoming governor. Besides how can he explain the public millions spent on
his campaign and subsequent election expenses running into about 800 million. His cam
paign coordinator aminu ringim, an evil schemer and saminus chief of staff was retain
ed by lamido as chief of staff. This man coordinated the campaign including the plund
ering of jigawa to finance the campaigns. This same indiidual oversaw the recall proc
ess of faruk adamu which cost over a billion. He was arrested by efcc at one poit and
as only released after saminu signed over $12 million which they stole and was trace
d to his companies account, EPCEL limited in the cayman islands. Ironically and to ad
d insult to injury this same EPCEL was the company used by saminu to defraud the gove
rnment of over 4 bilion under the nonsesne ethanol project in Jigawa which obj went t
o comission. With ppl like ringim now making statements on behalf of lamido how ca
n we make any progress. I saw his statement saying lamido wil not tolerate lateness t
o functions, and these same guys encouraged saminu to come to functions sometimes 12
hours late without any apology so that praise singers can say \"dubu jiran mutum daya
\"., and every one can be reminded of who is boss. This same ringin cautioned ali saa
d when he was governor to walk a bit slower because his gait was not gubernatorial.

EFCC should probe the sesame seed export scam where it was reported on the internet t
hat saminu used local goverment funds to purchase sesame seed under an export scheme.
The seeds running into billions were exported to a company called Muramasa resources
in japan owned by saminus wife and one paul naruse. To date not a single dollar has
been remitted back to those local governments as export proceeds. This man is the gre
ediest politician in nigeria today and his attrocities and irresponsible looting has
imoverished the over 4 million people of his state. He sees nothing wrong in spending
months in a 15,000 dollar hotel suite or dashing girlfriends 100.000 dollars while h
is state is adjudged the poorest in the contry. Shame on you , you must pay the co

Saminus failed presidntial bid cost his state over 4billion naira. His decampment fes
tivity in dutse alone gulped about 400 million while 100 million was given to kano pd
p chairman to organise his formal declaration forn presidency. close to 6oo million w
as paid to pdp national officers with one nbig shot getting 250 million to provide wa
iver for his bid. All this was paid for directly from state finances with no regard f
or accountability or due process. He corrupted the presidency and Babas siblings with
billions and that explains efccs inaility to nab him in the past despite damming evi
dence. Saminu has not signed or approved any payment in jigawa in the last 2 years
leaving the paperwork to his ssg who he later handed over to as acting governor, and
his commissioner of finance who is now the deputy governor. His reasoning is since t
he person whose signature appears on the approvals now has immunity, then his ass is
covered also. We should stop wasting time and pick up these people to explain the dsi
parity between jigawas revenue receipts and the absolute lack of any infrastructure o
r development on the ground. Every major project from sugar factory to the 14 billion
eastern bypass is a failure. Even the much touted Informatics university in kaza
ure is a fraud becasue the franchise fees payable to Informatics singapore is paid th
rough a third party agency owned by saminu and his girlfriend who collect the fees fr
om the government at an inflated rate and remit peanuts to the company. In fact at a
point saminu was rumored to have bought substantial satke in informatics, thereby pay
ing himself. The 150 jigawa students sent to singapore to study were packaged and sen
t their by saminus company and hundred of millions collected from local government on
behalf of the students with about 20% paid to the actual school. jigawa people ne
ed answers please. Nuhu Ribadu should sit up and make the jigawa issue a test case fo

Saminu was running a monthly air charter flight of close to N50 million for the last
two years paid for by jigawa, and later graduated to wet leasing a 727 for his intern
ational trips , all at the states governments expense while he could not provide 50 m
illion to solve kazaure water problems.When he lost his sister last year a private je
t was chartered from singapore for 5 days for his wife living there to come and pay c
ondolence at over 300,000 euro. This is a man that will award 2 billion contract to a

It appears that Saminu may not escape his irresponsible and plunderous administration
after all.Imagine the idiot borrowing money on behalf of his companies, INC, ARKEL a
nd WILDCAT to the tune of over 14Bilion and then using the State government as a gura
ntor and ultimately the banks have been deducting this repayment from the states stat
utory allocation since august last year. Part of the States indebtedness constitutes
$100 milion which GTB gave to his company INC to pay for signature bonus for two oil
blocs given to him by Obasanjo for his theird term role. The State government has als
o been repaying this loan since last year. That is why lamodo said some banks were

Nazeer, it is good for people to hear this coming from you. Eventhough, you are from the same town with Saminu Turaki but you said the truth. In fact, we have been vindicated because people thought we are being sentimental about what was happening in Jigawa. This man(Turaki) has ravaged the state. What is happening now is, there is no money to run the state. Last month, the governor had to use local governments grants to pay workers salaries, because there is no money in the state's coffers. so only God can save Jigawa from its ecomomic calamity. But we shall in sha Allah pursue our case with Turaki to its logical conclusion.

I hope to read more of this kind of revelation from you. Debts in some other nothern states can be justified by the scores of achivements of the 8 years of the preceding stewardship of some governors but Saminu never had reason, culturally, spritually and politically to accrue such disater for Jigawa State. All must weep for you guys!

Many thanks Legendary Waziri. You see what is happening now is, we are planning something between ourselves- the concerned citizens. We are going to meet with Lamido in two weeks time and discuss a way forward. He also seems to be lackadaisical about Saminu Turaki though but we feel nobody can pursue this case but ourselves. In sha Allah we will emerge victorious!In my subsequent editions, I shall come up with the transition committee's report. I will use it to prove to the whole world that Saminu has done nothing to our people. Each Kobo spent will be analysed using valuation techniques.Watchout!!!
