45th Kano State Executive Council Meeting

Today Wednesday 25th April, 2012 (4th Jumada Thani, 1433 AH) is the Fourty fifth (45th) sitting of the Kano State Executive Council and falls within the normal sequence of meetings during which important policy issues and programmes are deliberated upon.
Comprehensive and easily retrievable records show that the present administration upholds a steady tempo in pursuing projects that touch on everyday life of our people whereby the apparent general thrust aims at improving the quality of services rendered by the Government on Healthcare delivery, Education, Water supply, Agriculture, provision of employment and skill acquisition opportunities, beautification and aesthetic improvement of urban Kano among other things.
Prudence and transparency as guiding principles dictate the phase at which this administration delivers its services from inception to date. As such, only a modest number of nineteen (19) memoranda from eight (8) MDAS were deliberated upon by the Council today.  Importantly, twelve (12) projects with monetary cost of N836,381,231.27 were approved for executions while the remaining four (4) without monetary value received acceptance of the Council. They include;

1.    Office of the Head of Civil Service
Request for fund to settle backlog of money owed to Civil Servants studying overseas:-
Council graciously noted the request for the release of the sum of N78,723,089.00 to the Office of the Head of Civil Service to enable the facilitation of payment of money owed to eighteen (18) Civil Servants studying in various courses at different institutions overseas. The money covers the backlog owed by the previous administration and Council responded by appointing the Honorable Commissioner for Higher Education to study the submission and report his findings to the Council for its deliberation next week. In fact, this administration inherited a crisis ridden education sector that was fast approaching the stage of complete breakdown, with most of the institutions either on strike or facing shortage of critical manpower. The tertiary institutions were facing overcrowding in classrooms and lack of instructional materials. Thus, since the inception of this administration efforts are being made to resuscitate the State education system as more classes and new schools are being constructed. Already, the Administration has approved the sponsorship of 500 State natives to study higher degrees overseas to provide manpower to newly established higher institutions in the state.

Ministry of Works, Housing and Transport
Three (3) issues (projects) were submitted by this Ministry but only one project was considered and approved by Council – as follows:-
a.    Reconstruction of Challawa Bridge:-
Council notes the failure of the Challawa bridge since August, 2009 and is aware of the inconveniences caused to the people of the area especially during the rainy seasons when movement comes to a stand still.  As such, the people spirited Council approved release of the sum of N581,294,889.00 to the Ministry of Works to enable it pay Messrs. Triacta Nigeria Limited for the execution of the reconstruction of challawa bridge project.

2.    Office of the Secretary to the State Government
Four (4) issues (projects) under the auspices of the Office of the Secretary to the State Government were presented and received the blessing of the Council as follows:
a.    Request of funds from Kano State Library Board in respect of execution of some vital programmes/projects:-
Council considered the request and graciously approved the release of the sum of N12,730,388.40 to the Office of the Secretary to the State Government for payment to the Ministry of Education in order to enable the Kano State Library Board carry out the under listed projects.
1.    Renovation of 8 Divisional Libraries                N4,795,988.40
2.    Supply of computers and accessories to 20 locations    N1,901,900.00
3.    Acquisition of books for 18 Divisional Libraries.        N3,932,500.00
4.    Supply of Generators for 18 Divisional Libraries.        N1,800,000.00
5.    Repairs of grounded mobile Library vehicles        N300,000.00
Total                                    N12,730,388.40
Approval was given in consideration of the fact that Library services are very important for educating any community.

b.    Request for funds for fencing of Land proposed for Women Centre at Unguwa Uku, Tarauni Local Government Area by Kano State Agency for Mass Education:-

Council considered and approved release of the requested sum of N5,135,941.30 to the Office of the Secretary to the State Government for payment to the Ministry of Education so as to enable the Kano State Agency for Mass Education execute the project of fencing the proposed Land for Women Centre at Unguwa Uku. This will deter encroachment by unauthorized persons into the area and safeguard it pending complete establishment.

c.    Request from Ministry of Health for funds for the payment of accreditation fees and purchase of recommended text books and equipment for the Schools of Midwifery Kano and Danbatta respectively.
Council considered the significance of the two schools as sources for the vitally required professional midwives that practice in our hospitals and approved release of the requested aggregate sum of N7,264,230.00 to the Office of the Secretary to the State Government for onward payment to the Ministry of Health so as to enable it carry out the tabulated projects below:
1.    School of Midwifery Kano
i.    Accreditation fees                        -N500,000.00
ii.    Accommodation/feeding of accreditation team    N240,000.00
iii.    Purchase of books/equipment                 N3,284,230.00
Total                                     N4,024,230.00


2.    School of Midwifery Danbatta
i.    Accreditation fees                        N500,000.00
ii.    Accommodation/feeding of accreditation team    N240,000.00
iii.    Purchase of books/equipment                N2,500,000.00

d.    Information memorandum submitted by the Honourable Commissioner Ministry of Science and Technology on findings from his mandated visit to the Lagos State Ministry of Science and Technology (3rd – 5th March, 2012):-
Council acknowledges receipt of the information memorandum referred to above and appreciates the contents thereof.  Considering this, Council approves the recommendations forwarded by the Kano State Ministry of Science and Technology viz:
i.    Provision of ICT infrastructure in both Primary and Secondary Schools to enhance Global knowledge acquisition.   
ii.    Establishment of a digital village to provide IT Training for youth and members of the public.
iii.    Establishment of Kano State E-Learning Centre to facilitate the process of Governance.   
iv.    Establishment of Digital Library which is the trend all over the World.
v.    Establishment of command control centre for security and emergency response.
vi.    Establishment of Biometric Data Base of all resident and citizens of Kano State.
Implementation is recommended to be done in phases while the SSG was directed to study and advise the Council.

3.    Ministry for Higher Education
Two (2) issues were submitted by this Ministry for consideration and deliberation by the Council as follows:-

a.    Submission on Late Admitted students into Nigerian Law School 2011/2012 session and request for funds to settle their bursary allowances:-
The concerned Council notes that eight (8) Law graduates from various institutions were able to secure late admission into the Nigeria Law School and to settle their bursary allowances is necessary. As such, the sum of N2,560,000.00 was approved for release by the Council to the Ministry to enable it meet the purpose.

b.    Submission of information memorandum on the notification of provisional approval to run NCE program at Aminu

Kano College of Islamic and Legal Studies:-
The Council acknowledges receipt of the information memorandum referred and appreciates the provisional approval t run NCE programs at Aminu Kano College of Islamic and Legal Studies granted by the National Commission for Colleges of Education (NCCE). Efforts of both the Ministry for Higher Education and the College on the issue are noted by the Council.

Ministry of Environment
Three (3) issues (projects) were submitted by the Ministry of Environment for consideration and deliberation by the Executive Council as follows:-

a.    Procurement of three (3) units of 12m3  Garbage Collection Compactor vehicles for the Refuse Management and Sanitation Board (REMASAB):-
The Council is informed of the challenge faced by the operational capacity of REMASAB due to the inadequacy of the number of serviceable heavy machines and plants of which the Board has only two (2) that operate alternately. Need to improve the operational capacity of the Board prompted the Council to approve release of N69,595,312.50 to the Ministry of Environment so as to enable REMASAB procure the requested three (3) additional units of 12 m3 garbage collection compactor vehicles.

b.    Request for funds to purchase chemicals and equipment for the continuation of the vector and mosquito control program for the period of April to December, 2012:-
The Council recalls the standing funding arrangement between the State Government and the eight (8) metropolitan Local Government Council on the control of mosquito and is fully aware of having released the sum of N90,000,000.00 to cover the past nine (9) months (July 2011 to March 2012). The request is favourably considered by the Council due to the impending rainy season.  Therefore, the sum of N90,000,000.00 was approved for release by the Council to the Ministry of Environment to enable REMASAB purchase chemicals and equipment for the continuation of the vector and mosquito control programme for the period of April to December, 2012.

c.    Request for funds for the procurement of working materials for 1155 street sweepers/sanitation workers under REMASAB:-
Council approved release of the sum of N4,351.880.00 to the Ministry of Environment to enable REMASAB procure working materials/hand tools for its 2.310 workers.  The materials/tools include standing brooms, shovels, rakes, hoes, cutlasses, wheel barrows, trolleys, hand gloves, rain boots, nose masks and polythene bags. Council considered the essential requirement for all the tools in effective performance of the workers in making the decision.
Ministry of Planning and Budget;
The Ministry submitted two memorandums, which were approved by the Council as follows:-

a)    The Council deliberated on a memorandum on the Forth coming MDGs-LGAs Conditional Grant Scheme Training of Enumerators for Baseline Facilities Inventory for North-West Geo-political Zone in Kano from 26th -29th April 2012. Because of the significance of the program the Council has approved the release of N7,136,240.00 for the training of the enumerators.

b)    The Council deliberated on the request by the Ministry for Baseline Facilities Inventory in each of the 41 LGs under the   CGS-MDGs intervention program. After, the exercise the information gathered in the Baseline Facility Inventory will inform the preparation of MDGs consistent LGAs plan, and will provide the evidence bases to justify the disbursement of grants to States and Local Governments from the Office of the Senior Special Assistant to President on MDGs. Based upon the submission, the Council approved the release of N34,714,900.00 as logistics for the conduct of the Baseline Facilities exercise in the State.

Report of the Council Committee on the Payment of Outstanding Contract Gratuity and Consideration of Continued Engagement Of Persons into the Civil Service on Contract Basis;
The Council deliberated the report of the above stated committee and noted that most MDAs recruit or retain contract staffs due to:-
a)    Areas of critical needs
b)    Scarce skills
c)    Sustainability of essential services, and
d)    Expanding demand for manpower resources by the State service     

The Council approved the payment of N21,597,450.07 to the 314 contract staff as outstanding contract gratuity. The Council also noted the need to continue where necessary the engagement of contract officers in critical fields/skills.   

Progress Report:

Ministry of Science and Technology;
You are a living witness that training and retraining have been accorded priority by the present Administration in its zeal to execute meaningful and purposeful projects and programmes to the citizenry. In light of this, Council today noted with appreciation the successful conduct of capacity training for the Staff of the Ministry of Science and Technology on effective and efficient ways of discharging their day to day responsibilities.

Ministry for Higher Education;
Minded over the educational requirements of the State which are far more than the available tertiary institutions consumption, as visualized by the present Administration's effort in establishing the Northwest University and 18 No. skills acquisition institutions, in complementing the aforementioned objective, today the Council noted a request forwarded by the Ministry for Higher Education to the Federal Ministry of Education on the need to establish a Federal Polytechnic in the State.

Ministry of Water Resources;
The Council noted the increase of water supply in the State Capital and its surrounding following Government installation of 4No. Generating sets in Tamburawa Water Treatment Plant. In the light of this the public are called upon to report any water leakages for Government prompt action. In the same vein, a high powered Committee was formed under the Chairmanship of Hon. Commissioner, Ministry of Water Resources to be going round assessing the water distribution to ensure its judicious utilization.
Council noted with appreciation that the 1000 diametres and 600mm pipes approved to be laid from Watari to Kano and Bagwai to Miltara respectively are already in Lagos State and would soon be conveyed to Kano for the execution of the work.

Ministry of Commerce, Industries, Cooperatives and Tourism;
The visit of the Hon. Commissioner of the Ministry of Commerce, Industry, Cooperatives and Tourism to Washington, USA for an International Conference in Agric-Business was noted by Council. During the session an interested company shows interest in investing in the State especially in the area of Tomato processing and packaging.

Ministry of Education;
The Honourable Commissioner of Education briefed Council that a stakeholders meeting on DFID and ESSPIN programmes ongoing in seven States in the federation which Kano State is among them. Council was informed that during the session, a critical examination of these ongoing programmes were looked into and the sponsors were impressed with the State performance and pledge to continue supporting in that direction.

Ministry of Works, Housing and Transport;
Notifying the Council today, the Hon. Commissioner for Works, Housing and Transport stated that the National Council on Works held its sitting last week in Lagos State. Council noted from the brief that a request for reimbursement in respect of funds injected by the State Government in the repairs and maintainance of Federal Roads in the State were raised while a lot observations raised by the State were upheld by the National Council.



Ministry of Information, Internal Affairs, Youth, Sports and Culture;
It is beyond doubt that the maximum support given to sporting activities by this Administration is yielding positive result as seen through various sterling performances of Kano Pillars Football Club and Kwankwasiyya Babes. In the same direction, that today Council noted and appreciated the performance of Kwankwasiyya Academicals Football club for winning the first position in the West African Youth Tournament held in Niger Republic. The Club having won the first in the tournament qualifies it to represent Nigeria in France comes July, this year.

Ministry of Planning and Budget;
Council noted and acknowledges the gesture of Centre for Management Development, Lagos for conducting a capacity building training for the staff of the Ministry of Planning and Budget.

Office of the Secretary to the State Government;
A Committee responsible for securing employment opportunities in respect of the unemployed State youths has already swang into action and has last week collected and forwarded the names of 30No. holders of engineering degrees for employment in the Federal Service. The data was collected from the documented electronic data under the Office of the Secretary to the State Government.
Against the foregoing, Council called on all those employed to dedicate themselves to work and not abandoned it unless a better one is obtained.

46th Kano State Executive Council Meeting

Today Wednesday 2nd May, 2012 (11th Jumada Thani, 1433 AH) is the Fourty Sixth (46th) sitting of the Kano State Executive Council and is in continuation with previous sittings at which Council typically deliberated on important policy issues and programmes that impact positively on the quality of lives of our citizenry. It is comprehensively on record that since inception of the present administration, it pursues tangible projects/programmes which are evident in all sectors. No doubt, this administration is committed to deliver on its campaign and inauguration speech promises made by the Chief Executive in the person of Dr. Rabiu Musa Kwankwaso whose resolve is provision of good Governance and copious leadership in which prudence and transparency in the utilization of resources are the main guiding principles.

It is apparent that the hopes and aspirations of people are being salvaged in the State with an unsurpassed vigor and steady momentum. The quantity and quality of Government services have improved across all sectors – especially agricultural production, education, provision of social amenities, health care delivery, road construction/rehabilitation, beautification of urban Kano, etc.
Since inception, the present administration has approved for execution an expenditure of over N40 billion. In fact, the total sum of N836,381,231.27 was approved for release for the execution of projects by the Council in its most recent forty fifth (45th) sitting.

Main highlights of the 45th sittings include:-
i. N581,294,889.00 for the reconstruction of Challawa Bridge by Ministry of Works, Housing and Transport.
ii. N12,730,388.40 for the execution of vital projects by Kano State Library Board.
iii. N5,135,941.30 for fencing of Mass Education Women Centre at U/Uku.
iv. N7,264,230.00 for accreditation fees and purchase of books by Ministry of Health for Schools of Midwifery Kano and Danbatta.
v. N2,560,000.00 for payment of bursary allowance for late admitted Law graduates to Nigerian Law School.
vi. N69,595,312.50 for purchase of chemicals and equipment for continuation of the vector and mosquito control program for the period of April – Dec. 2012.

In relentless continuation with its resolve to providing tangible people and public spirited quality services, the Council at today's (2nd May, 2012) sitting deliberated and granted approval for an expenditure of N620,053,864.39 to cover sixteenth (15) projects with monetary cost from twenty four (24), submitted by eight (8) MDAS while the remaining nine (9) without monetary cost where allowed to carry out their prayers and requests.
Each is presented in turn;

1. Office of the Deputy Governor/Hon. Commissioner for Local Government.
Three (3) issues under the auspices of the Office of the Deputy Governor and Hon. Commissioner for Local Government was presented for deliberation by the Council – as follows;
a. Tax liabilities against Local Governments received from the Federal Inland Revenue Offices, Zoo Road and Club Road Kano:-

i. The Council noted that Tax liabilities (VAT, WHT and STAMP DUTY 2009 – 2010) against the forty-four (44) Local Governments under the jurisdiction of the Federal Inland Revenue offices of Zoo Road and Club Road, Kano have been verified and reconciled by the Tax office. Council considers the size of the amount of money involved and approved release of N88 million for the month of May 2012 and N44 million for the remaining months of the year to settle the tax liabilities for the 44 Local Governments inherited from the defunct administration.

b) Proposal submitted by the Economic Advisor on project for quick Win – Bus Mass Transit (BMT) intervention on some selected roads in Kano metropolis by SHAANNXI Auto Logistics and Solution Limited:-

The Council considers conformity of the proposal project with the policy of the present administration on transforming Kano metropolis into an organized modern city with sustainable transport system. In fact, the project only augments the new Taxi services empowerment programme being implemented by the administration. As such, Council approves issuing out to Messr. SHAANXI Auto Logistics and Solutions Limited a concessional approval letter and allocation of two plots of Land one each along
i. Kwanar Dawakin Kudu – Zaria Road – Ibrahim Taiwo Road – Yankura.
ii. Dorawara Na'abba – Hotoro – Radio Kano Yankura.

c) Request for funds for 26 episodes of one hour program by Kano State Radio co-operation with the following State Sharia Implementation Agencies.
i. Sharia Commission
ii. Zakkat Commission
iii. Hajj Commission
iv. Hisbah Board

The significance of the programmes to be aired weekly on the importance of peace and stability as vehicles for societal development prompted the Council to approve release of the sum of N3,900,000.00 to the Office of the Deputy Governor/Hon. Commissioner for Local Governments for onward payment to Kano State Radio Corporation to enable it facilitate the weekly programmes.

2. Office of the Secretary to the Government
Four (4) issues/projects were submitted under the auspices of the Office of the Secretary to the State Government for deliberation by the Council. They include;

a. Proposal to Establish a World – Class Hospitality and Tourism Institute in the State:-
Council noted that the committee appointed to look into the issue and advise Government submitted its report which recommends that Daula Hotel should be renovated/upgraded and to subsist with the Tourism Institute. Council also noted that the cost implication of the entire project to the tune of N1,301,000,000.00 will be borne by Messrs. Mas – Menson Project Limited as the company recommended for the 15 year lease agreement to be entered with Daula Hotel establishment.
Council approved that a lease agreement for 15 years be entered with Messrs Menson Project Limited for the lease of Daula Hotel and the establishment of World Class Hospitality and Tourism Institute considering that the company bears the entire cost of N1,301,000,000.00 of renovating and upgrading the provisions present.

b. Request for funds to mount wide publicity for the Lafiya Jari programme submitted by Office of the Special Adviser on Sanitation and Immunization:-

The Council considered the need for publicity for the Lafiya Jari and other MDAs programmes due to their significance in changing the face of the State. Lafiya Jari has offered training and provides financial support to youths so that they could be self-employed. Over N200 million was expended on this kind of programmes since the inception of this administration. As such, the Council has approved the release of the requested sum of N9,617,944.05 which is to be used for the propagation of Lafia Jari Programmes and that of the other MDAs. A Committee comprised the Hon. Commissioners Works, Science and Agriculture to monitor the successful conduct of the programme.

c. Request for permission to use money saved from the monthly standing order of N13,500,000.00 allocated for the purchase of diesel by the Kano State Hospital Management Board:-

Council noted with appreciation the declaration of none usage of N5,632,000.00 from the monthly standing order due to non purchase of diesel between the months of January and February 2012.
The Council approved the utilization of the saved money as follows:
i. N2,087,190.00 to repair four (4) generators through direct labour.
ii. N3,447,874.23 including installation cost, VAT and Tax to purchase one new 100KVA perkins generator for the Board's Headquarters.
Total N5,535,064.23

d. Request for funds to facilitate the take – off of the one hundred (100) Zawarawa marriage pilot scheme submitted by Hisbah Board:-

Council, in fulfilling its commitment to the Zawarawa marriage scheme approved the implementation of the first phase or pilot scheme involving one hundred (100) or ten percent (10%) of the earmarked 1000 Zawarawas. N15,000,000.00 is approved for release to the Office of the Secretary to the State Government for onward transfer to Hisbah Board to facilitate the scheme.

3. Ministry of Commerce, Industry, Co-operative and Tourism
Two (2) issues/projects were submitted by this Ministry for consideration and deliberation by the Council as follows;

a. Request for funds for external and ancillary works at the Common Facility Centre (CFC) Sharada Kano:-
Council recalled its decision to finance the construction of the Common Facility Centre at Sharada Small Scale Industrial Estate due to the inability of the Nigeria Export Promotion Council to undertake the construction work at the site. This project has reached advanced stages and would be completed and be ready for commissioning during the first year Anniversary of the 2nd tenure of the present administration. As such, the Council approved the release of the requested sum of N4,173,866.90 to the Ministry of Commerce, Industries, Co-operatives and Tourism to enable the completion of the programme.

The money is to be used thus;
i. Development of parking lots
ii. Development of Kerbs
iii. Landscaping (Grassing)
iv. External Plumbing.

b. Request for funds to pay-off outstanding liabilities of verified trade creditors of Daula Hotel:-
Council is aware of the situation and success achieved in settling the benefits of laid–off staff of Daula Hotel. The sum of almost N100 million was paid to Daula Hotel staffs that were disengaged from its service towards its transformation to Hospitality and Tourism Institute. So, settling the requested outstanding liability of N1,818,637.99 only completes the process of the disengagement. The Council approved the release of the requested sum of N1,818,637.99 to the Ministry of Commerce to enable it finally settle the liabilities at Daula Hotel so as facilitate the smooth transition to the envisaged Hospitality and Tourism Institute.

4. Ministry of Environment
One (1) issue/project was submitted by the Ministry of Environment for consideration and deliberation by the Council. They include;
a. Request for funds for the rehabilitation/cleaning of tertiary and secondary drainages and the procurement of working tools for casual labourers:-
The Council noted that fourteenth (14) major drainages have been identified for cleaning and rehabilitation across the eight (8) metropolitan Local Government areas covering a total of 37.6 kilimeters (6.6km secondary and 31 kilometer tertiary drainages). And, that the work will check and prevent the occurrence of annual devastating flood/attendant with loss of lives and properties as well as epidemic outbreaks of diseases). Aware of the imminent onset of the raining season, the Council approved the release of the sum of N20,000,000.00 to the Ministry of Environment to enable it undertake the cleaning/ rehabilitation and procurement of working tools for tertiary drainages.

5. Ministry of Health
Two issues/projects were submitted for consideration and deliberation byt eh Councils from the Ministry of Health they include:

a. Request for funds for the conversion of Bee-Zee-Bee Hotel at Naibawa Zaria Road to State Primary Health Care Development Board headquarters:-

Council noted and considered with concern the request referred. The Hotel complex was purchased by the present administration during it first term in 1999. What remains is putting it to proper use especially as is required. The defunct administration left the structure unutilized. Therefore, the Council approved the release of the requested sum of N33,544,862.50 to the Ministry of Health to enable it facilitate the renovation, alteration and completion works (phase 1) for the purpose of converting Bee-Zee-Bee Hotel into Primary Healthcare Development Board Headquarters.

b. Request for funds for the relocation and construction of the new Kano State Drugs and Medical Consumables Supply Agency Complex (phase 1) at Kwanar Kwankwaso, Madobi LGA:-
The Council considered the need for the referred project and did not hesitate to approve the release of the requested sum of N217,467,049.00 to the Ministry of Health to enable it undertake the project for the relocation and construction of the new Kano State Drugs and Medical Consumables Supply Agency Complex phase 1 at Kwanar Kwankwaso, Modobi LGA. The relocation of the company would provide the recently established Governor's College with additional land and structure for future expansion.

6. Ministry of Works, Housing and Transport
Four issues/projects were submitted by the Ministry of works for consideration and deliberation by the Council viz;

a. Submission of memorandum presented on proceedings of the 19th National Council on Works meeting held at the Federal Palace Hotel Lagos:-
Council acknowledged receipt of the referred memorandum notes and considered its contents and approved for the Ministry of Works to periodically be organizing interactive session with Ministries, Local Governments and other relevant agencies with a view to sensitizing them on new national policies and development affecting public work.

b. Request for funds needed to engage 250 youths as Traffic Assistants:-
Council is aware of its commitment to the issue referred and did not hesitate in approving the release of the requested sum of N29,629,800.00 to the Ministry of Works so as to actualize the proposal for the provision of uniform and kits, training, allowance and logistics for the engaged 250 Traffic Assistants. Already the administration has engaged 500 youths as Traffic Assistants.

c. Council receipt a request for the provision of Street Light at Kofar Ruwa – Kofar Mazugal – Triumph and Masallacin Fagge Round-About and approved the release of the total sum of N97,650,387.60 for the said commitment. Since, the inception of this administration more than N500 million was expended on the provision of Streetlight. The State capital is transformed into a modern city as all major roads are provided with streetlight.

d. Renovation of the former Bank of the North House at the sum of N29,931,571.22
The State Government has recently purchased former Bank of the North house. However, the house requires renovation before it could be utilized. After, following due process the Council approved the award of a contract for the renovation of the house to N. Dayekh and Company Ltd at the cost of N29,931,571.22.

7. Office of the Head Civil Service
Council considered the memorandum submitted by the Head of Civil Service on bereaved family allowance and magnanimously approved the release of the requested sum of N3,090,000.00 to the Office of the Head of Civil Service to immediately handle the 9th batch (2012) covering 56 deceased Civil Servants.

Council commiserates with each respective family of the deceased Civil Servants and condoles them wishing for Allah's support and granting them resilience to bear the loss.

8. Ministry of Lands and Physical Planning

You may recall the present Administration's effort towards reviving education at all levels, hence the conceiving of the establishment of the Northwest University which is expected to commence academic session comes September, this year. It is in the same direction that the Council approved the sum of N16,876,620.00 for the settlement of compensation to owners of some structures to be affected by the establishment of the University. The Government has already awarded contract for the construction of two faculties and an administration block for the takeoff of the University.

Progress Report:

You may be aware that, it is the tradition of the Kano State Executive Council to at every sitting, flash back on approvals and resolutions granted/reached in respect of various Ministries, Departments and Agencies (MDAs) during its previous meetings with an aim of appraising the level of progress made in executing the projects/programmes and policies. In the same vein, today the esteemed Council noted the progress on such as highlighted here under:-

Ministry for Higher Education;

Council noted with appreciation the full accreditation of Kano State University of Science and Technology (KUST) for five (5) years by the National Universities Commission. The Commission is vested with the statutory mandate for programme and institutional accreditation in Nigerian Universities. The commission expressed its satisfaction over Government's efforts in elevating the standard of institutions in the State.

Ministry of Education;
Noted by Council today is the interactive session conducted by the Ministry with various Old Boys Associations and Parents Teachers Association of Secondary Schools in the State during which a cross fertilization of ideas were done, with a view to have a coordinated flat-form in reviving the State Education sector.
Moreover, the Ministry in liaison with the Special Assistant, Community Schools received some Schools built by some individuals and private institutions in their desire to complement Government's effort in that direction.

Council then noted with appreciation the successful conduct of the first batch of headmasters training under SUBEB as well as the ongoing two weeks second batch training of over 4,000 teachers taking place in Bayero University Kano, Sa'adatu Rimi, College of Education, Kumbotso, and College of Education (Technical) Bichi.

Ministry of Works, Housing & Transport;
A Ministerial Press Briefing highlighting the achievements of the Ministry of Works, Housing & Transport and by extension the present Administration was conducted by the Ministry. During the briefing, the public were informed on various Government projects such as Sports complex, 18No. skills acquisition institutions, employment of over 500 traffic assistants under first and second batch employment scheme, various constructions of additional office blocks at different Government establishments, roads, street lights, overhead pedestrian bridges among others.

Ministry of Agriculture & Natural Resources;
The Hon. Commissioner of Agriculture briefed Council on the outcome of the International Dairy Conference held in Kenya, which was attended by the Hon. Commissioner for Agriculture. The Council noted that as against average milk of 2 to 4 litres extracted daily from the present cow species in the State, there is identified special species that about 45 litres would be extracted each and every day. As seen in the present Administration's effort in reviving the poultry farming in the State, the Council reiterated its readiness to bring in the said species for cross breeding.

Ministry of Environment;
While noting the effective waste management in the State, the Council recognized the support and cooperation of Tipper drivers and other private individuals and the general public for the success being achieved. It further thanks them of the gesture.
Ministry of Commerce, Industry, Cooperatives & Tourism;
Kano State being Centre of Commerce, it is a known fact that the present Administration pays much of its attention in uplifting the sector through tireless and various laudable projects and programmes. It is in the same direction that the Council noted the effort of the Ministry in hosting workshop for Workers Cooperative Union in the State.

Ministry of Planning & Budget;
Noted by the Council is the workshop on MDGs conducted by the Ministry which covers seven metropolitan Local Governments in the State being the first phase of the exercise.
Security Situation in the State;
Commenting on the recent bomb blast at Bayero University, Kano, the esteemed Council condoles the families of the deceased and the University community. It then prayed for speedy recovery of those who suffered injuries during the incidence.

2012 Hajj Exercise;
His Excellency, the Deputy Governor, briefed the Council on State officials visit to Saudi Arabia for preparation of securing accommodation to the intending pilgrims for 2012 hajj exercise. Council noted from the brief that the proposed accommodation to be engaged by the State, are not far from the Ka'abah.

Workers Day;
Council recalled the observance of Workers Day yesterday, 1st May, 2012 and congratulated particularly the State workers and the entire workers in the federation for the day and urged them to continue putting in their best in their official undertakings for a better State and country at large.

Victims of Pfizer Immunization;
A fruitful discussion was held by the Governor with the officials of Pfizer Plc in respect of victims to the immunization program done by the Companies about ten years back. The outcome of the meeting informed the Company's willingness to settle those affected by the exercise as soon as possible.

Signing of HIV law by His Excellency, the Governor;
Council noted the signing of HIV law 2012 on 30th April, 2012 and the setting up of an Agency solely responsible for handling HIV issue.

Nigerian Labour Congress Commendation to Present Administration;
The esteem Council has today noted with appreciation the commendation made by the apex workers association Nigerian Labour Congress, Kano State Chapter towards present Administration's magnanimity in the implementation of some programmes bordering on workers welfare such as:-
a. The implementation of 18,000.00 minimum wage to its civil servants
b. Approval for the sales of Government houses to civil servant occupants in the State
c. Disbursement of vehicle loans to civil servants to the tune of N240million so far.
d. Approval for the recruitment of 1002 unemployed youth into the State services.
e. Approvals for the training and retraining of a sizeable number of civil servants both within and outside the Country.
f. Prompt payment of salaries and allowances which is usually done before the 25th of every month as directed by the Government.
g. The biometric project in respect of State and Local Government staff which is aimed at among other things; having an accurate number in respect of the staff and officers
h. Sanitizing the payroll system.

Today Wednesday 9th May, 2012 (18th Jumada Thani, 1433 AH) is the Fourty Seventh (47th) sitting of the Kano State Executive Council in continuation of the previous sittings at which Council deliberated on important policy issues and programmes that impact positively on the quality of lives of our citizenry. Comprehensive records bear it that since inception of its tenure the present administration pursues tangible projects spanning all sectors. This administration puts emphasis on its commitment to deliver on its campaign and inauguration speech promises made by the Chief Executive in the person of Dr. Rabiu Musa Kwankwaso whose resolve is provision of good Governance characterized by copious leadership in which prudence and transparency in the utilization of resources are the main guiding principles.

Evidently, the hopes and aspirations of people are being rekindled in the State with an unsurpassed vigour and steady momentum. The quantity and quality of services provided by Government have improved across all sectors – especially agricultural production, education, road construction/rehabilitation, beatification of urban Kano, etc.

Remember, that the present administration approved for execution an expenditure close to N47 billion from inception of its second tenure and in fourty six (46th) sittings to date. Specifically the total sum of N534,735,854.89 was approved for release for the execution of projects by the Council in its most recent fourty sixth (46) sitting whose main highlights are as follows;

Today's Council was presided over by the Governor, Engr. Rabi'u Musa Kwankwaso FNSE during which 8 MDAs submitted a total number of 18 memoranda for deliberation. The Council granted approval for the execution of 13 projects costing a total sum of N549,106,345.12 they are;

1. Ministry of Planning and Budget:
Proposal on the need for the setting up of Kano State Bureau of Statistics;

Council deliberated on the proposal submitted by this Ministry on the need for the setting up of Kano State Bureau of Statistics as to compose of the following;

i. Field services and Household (FSHI) Department in charge of census, survey and design.
ii. Real Sector and Economic Growth (RSEG) Department in charge of agriculture, commerce and Trade, (GDP) Price and Inflation Rate.
iii. Research and publication (R and P) Department in charge of research, methodology, plans, co-ordination and statistical publications.
iv. Demography and Social Indicators (DSI) Department in charge of system of Administration Statistics (SAS) and Social Indicators such as health education, crime and justice, gender and MDG, etc.
v. Administration and General Services Department.
The Agency is to be a parastatal of the Ministry of Planning and Budget reporting to the Honourable Commissioner. So, Council considered the proposal and directed the Attorney General/Hon. Commissioner for Justice to study the proposal and submit his findings to it at the next meeting.

Kano citizens are aware that various parastatals or agencies were conceived and established by the present Administration in its zeal to impact positively on the lives of the good people of Kano. Among these agencies are Primary Health Care Development Agency, State Agency for the Control of AIDS (SAKA) and Kano State Road Management Agency (KAROMA).

2. Ministry of Commerce, Industry, Culture & Tourism

Need for the establishment of a new Exhibition Centre;

Council acknowledges receipt of the memorandum that communicates outcome of the visit of the Honourable Minister of Culture, Tourism and National Orientation on 22nd March, 2012. Decisions taken include;

i. Directing the Ministry of Land and Physical Planning to earmark the approved 2 hecters of land at an appropriate location for the establishment of the new exhibition centre.
ii. Directing the Ministry of Works, Housing and Transport to effect the restoration of the City gate (Kofar Na'isa).
iii. Directing the Head of Civil Service to, in conjunction with Ministries of Information and Commerce examine the possibility of excising culture to Ministry of Commerce from Ministry of Information as operates at Federal level.
This gesture endorses the status of Kano State on Nigeria's Tourism map adding to the number of available monuments such as the Gidan Makama, Kano traditional city wall, Kofar Mata dyeing pits, the Emir's Palace etc. all of which are attractive to tourists who come to the State and spend hard currency on artifacts and patronizing hospitality facilities from which government collects taxes which improves its revenue generation capacity.

3. Office of the Secretary to the State Government.
The memoranda submitted under the auspices of the Office of the Secretary to the State Government were deliberated as follows;

b. Request for the recruitment/deployment of personnel to facilitate effective take-off of the Hospitality and Tourism Institute at its temporary site at the Tourist Camp and provision of funds to facilitate advertisement for employment vacancies:-
Council considers its commitment to the project of converting Daula Hotel to an International standard Hospitality and
Tourism Institute and is aware of the need to recruit suitable and appropriate number of personnel for its successful take-off. As such, Council approved the immediate posting of required staff for the take-off of the institute, which should comprise sixteen (16) part time instructors, eight (8) technicians/production assistants, one (1) typist/secretary, one (1) store keeper, one (1) driver and four (4) cleaners while one (1) Assistant Director of Studies is to be re-deployed from the Tourist Camp and one (1) Accountant is to be re-deployed from the Office of the Accountant General. Again, Council approved the release of the requested sum of N507,375.00 to the Office of the Secretary to the State Government to facilitate settlement of advertisement placement.

c. Request for funds as grant to the State Water Board to be used for the procurement of diesel to power Challawa and Tamburawa Water treatment plants.
Council noted the appeal and took cognizance of the facts that the State Water Board has not been integrated into the central diesel procurement process and its income can not accommodate the expenditure of procuring the continuously required diesel to power the machines at the Water treatment plants referred. Presently (hot/dry season) water demand increases while electricity (power) supply from PHCN is more erratic.

Government used to grant the sum of N32,000,000.00 to the Board for this purpose but to do so since December 2011.
This appeal prompts the Council to approve restoration of the grant to the tune of N30,000,000.00 to be released to the Ministry of Water Resources to enable the State Water Board to procure diesel for use at Challawa and Tamburuwa
Water treatment plants for at least five (5) months (March – July, 2012) covering the hot season during which demand for water is at its peak. Government is alert and willing to solve all issues related to water and such characteristic efforts can be seen in improved service provided by the Ministry of Water Resources generally. In fact, since inception this administration has expended more than N4.5 billion on the provision of water to the citizenry. This is yielding the required result.

d. Request for funds to conduct the annual final year students' Interim Joint Matriculation Board Examination (IJMB) by Ministry of Higher Education:-
Council approves release of the requested sum of N9,432,500.00 to the Office of the Secretary to the State Government for onward payment to the Ministry for Higher Education to enable the Kano State College of Arts, Science and Remedial Studies conduct 2011/2012 IJMB examinations scheduled for 15th – 31st May, 2012. The money is for the conduct, marking and processing of examination papers of 550 Kano State indigene students of the school. Importantly, performance in this examination gives access to the students to further their education especially at first degree level in Nigerian Universities.

The gesture is only a drop in the sea when compared to the intervention endeavors provided by the present administration on education at all levels be it basic, intermediate or tertiary. Completely new primary or basic education schools, senior secondary schools, university, etc have been established while existing ones are renovated. Activities of the CRCS across the State, establishment of the Governor's College, establishment of North-West University, etc herald Government's efforts in this direction. Again, Government continues to pay registration fees for external examination of the WAEC and NECO types as well as the internal examinations of the KERD and AIED types for female students.

d. Request for funds to effect payment of sitting allowances for the co-ordinating committee on the establishment of Informatics Institute for the period of July, 2011 to February 2012:-ive

The sum of N1,200,000.00 was approved for release to the Office of the Secretary to the State Government to effect payment of eight (8) months (July 2011 to February 2012) sitting allowances for five (5) committee members on the establishment of the Informatics Institute at the respective sum of N30,000.00 x 8 = N240,000.00. And, N240,000.00 x 5 = N1,200,000.00. Council is conscious of its statutory obligations. This committee was setup to see to the establishment of the Institute. The Institute has more than 200 students and has now conducted admission examination for another 200. Providing computer education is one of the priorities of this administration.

4. Ministry of Works, Housing and Transport

This Ministry submitted three (2) memoranda on projects for consideration and deliberation by the Council. They include;

b. Request for funds for the construction of Gate-House and wall fence at School of Environmental Studies Gwarzo:-
The sum of N19,268,366.60 was approved for release by the Council to the Ministry of Works to enable it undertake construction of a functional Gate - House and Wall fence to replace the dilapidated boundary wall structures at the School of Environmental Studies Gwarzo. The administration has expended over N20 million for the rehabilitation and tiling of the school at its previous sitting. Security provision for Government properties as well as protection of lives is paramount to this administration as can be seen elsewhere. For example the construction of the wall fence at Aminu Kano College of Islamic Legal Studies and reconstruction of wall fence at Sa'adatu Rimi College of Education, Kumbotso.

c. Request for funds to execute renovation works at Governor's Lodge Sultan Road, Kaduna:-
Council noted the need for the renovation and upgrading of the facilities as well as replacement of some items in the lodge so as to bring it up to befitting standards. So, the release of the sum of N9,198.108.52 was approved by the Council to the Ministry of Works, Housing and Transport to enable it execute the renovation work so as to provide befitting refuge for the State's Chief Executive and other officials whenever he/they happen(s) to need its usage.

5. Ministry of Land and Physical Planning
Request for funds for the construction of Kurna Link Road 2:-

The Council acknowledges receipt of the follow-up memorandum on the construction of Kurna Link Road 2 considered and deliberated on its contents as calling attention to the vital need for the project essentially required to open up the southern end of the neighborhood for easier approach to Katsina Road. This infrastructural intervention is certainly in consonance with the present administration's drive to providing facilities that positively impact on people's lives. So, release of the total sum of N10,954,859.00 was approved by the Council to the Ministry of Land and Physical Planning to execute the entire project thus:

a. N6,829,059.47 for KNUPDA to carryout the work of clearance, lateritic filling of unsuitable material and provision of sub-base and base.
b. N4,125,800.00 for the Ministry of Land and Physical Planning to facilitate payment of compensation for the affected farm land and economic trees.
Total = N10,954,859.47

This Government has expended more than N30 billion on the construction and rehabilitation of roads throughout the State. The Government has for example approved the expansion of Zaria, Hadejia, Gwarzo and Shiek Jafar roads at its previous meeting.

6. Office of the Deputy Governor/Hon. Commissioner for Local Government.
One (1) issue under the auspices of the Office of the Deputy Governor/Hon. Commissioner for Local Governments was submitted for deliberation by the Council as follows;

Request for funds to settle 30% deposit in respect of 2012 intending pilgrims' accommodation at Makkah, Saudia Arabia:-

A memorandum on the referred issue was submitted by the Office of the Deputy Governor/Hon. Commissioner for Local Government for consideration and deliberation by the Council which noted that nine (9) houses have been booked for the purpose of accommodating pilgrims of Kano State for the year 2012 at Makkah and 30% down payment is required to actualize the purpose. This translates to N326,228,280.00 which is equivalent to 7,482,300 Saudi Riyals or (7,482,300 x N43.60) for 7,126 pilgrims at 3,500 Saudi Riyals per head. Council did not hesitate to approve the immediate release of the requested sum to the Office of the Deputy Governor to actualize the expected 30% down payment. Pilgrimage is a religious obligation to the capable and Council considers it obligatory and in fulfillment of its duties to do everything possible for the smooth conduct of the entire process. The nine (9) booked houses are of good quality and in close vicinity to the Ka'abah.

7. Ministry of Health
Request for funds to procure required equipment for Accident and Emergency Unit of the Murtala Muhammad Specialist Hospital, Kano:-

The alert and observant Council noted contents of the referred memorandum and considered it to be asking for a means to continue with an already started project on Landscaping/Interlocking and general rehabilitation work at the Accident and Emergency Unit of the Murtala Muhammad Specialist Hospital. Work is at 95% level awaiting completion. What remain are furnishing and equipping for which the Council approves the release of the requested sum of N20,801,760.00 to be expended as phase II of the entire project. Phase I has already utilized the approved sum of N22,373,119.77. Council sees this project worthy of its attention for the fact that the entire Hospital is among the Government's priorities in the health sector. Emergency Unit is among the most utilized by the populace. Clearly the present administration provides for the health sector in all ramifications from inception of its second tenure to date as heralded by the Lafiya Jari programme, purchase and conversion of Bee Zee Bee Hotel to the Head quarters of the Primary Health care Agency, relocation and construction of the new Kano State Drugs and Medical Consumables Supply Agency Complex (Phase 1) etc.

8. Ministry of Water Resources.
Two (2) issues (projects) were submitted by the Ministry of Water Resources for consideration and deliberation by the Council as follows:-

a. Request for funds for the purchase of Raw Water pumps spare parts for use at Tamburawa Water treatment plant.
The Council was informed of the need to have spare parts in stock for use whenever required which is usually on emergency basis as repairs and need for overhauls come without warning. To safeguard the Tamburawa water treatment plant, Council approved release of the requested sum of N44,893,696.00 to the Water Resources Ministry to purchase the required spare parts as stock for use when required. The gesture is typical of the present administration on issues to do with water harnessing and effective supply. Likewise, quality of the water from Government supply sources is ensured to be of the best in comparison to international standards as recommended by the World Health Organization (WHO). Government does not relent in its efforts at purchasing diesel to power the generators at water treatment plants and chemicals for the treatment of raw water by the plants.

b. Request for funds for the procurement of new Raw Water pumps:-
The observant Council noted the need to replace the six (6) old and worn out raw water pumps at Challawa Raw Water intakes. The replacement is to ensure efficient delivery of raw water to the treatment plants to check the already procured and installed eight new raw water pumps at the intakes. Council approved release of the requested sum of N76,621,400.00 to the Ministry of Water Resources to procure the raw water pumps required so as to ensure steady supply of raw water to the treatment plants from which treated water is supplied to the State.

It is in the same vein that, today the esteemed Council noted the progress recorded on such as follows:-

Ministry of Commerce:

Participation of Kano State in Kaduna Trade Fair;

The Kano State Executive Council noted the State participation in recently concluded 33rd Round of Kaduna Trade Fair during which the State performed very well as witnessed by the participants and organizers.

Sensitization Programme on Paying Zakkat;

Noted by Council today also is the giant stride being undertaking by the Ministry of Commerce in liaison with Zakkat and Hubsi Commission to form a sensitization forum on the importance of paying Zakkat by wealthy individuals which in turn would lead to socio-economic development of the State.

Ministry of Water Resources;

You may recall that during its last two sitting, Council noted with appreciation that the 1000 diameters and 600mm pipes approved to be laid from Watari to Kano and Bagwai to Miltara respectively are already in Lagos State and would soon be conveyed to Kano for the execution of the work. In the same direction, today the Council noted that Honourable Commissioner for Water Resources had led a delegation of experts to Lagos State for physical inspection of the pipes before their conveyance.

Office of the Secretary to the State Government;

Progress of the activities of the Committee on Qur'anic and Islamiyya Schools was noted by Council today, especially in the area of registering a total number of 1,324 schools so far and the articulation of some strategies for proper coordination. Council re-iterates its commitments for the support of these schools and education in general to uplift the State.

Today, the Wednesday 16th May, 2012 (25th Jumada Thani, 1433 AH) the Kano State Executive Council and is in continuation with previous sittings held its forty Eighth sitting during which important policy issues and programmes that impact positively on the quality of lives of our citizenry were deliberated upon. It is on record that authentic and indelible records have shown that since inception of its second tenure, the present administration is pursuing tangible projects spanning all sectors putting emphasis on its commitment to fulfilling its campaign promises. The main drive and general resolve is provision of good governance characterized by exemplary leadership in which utilization/consumption of resources is guided by prudence and transparency.

It is delighting to note that the quality and quantity of services provided by Government have improved across all sectors – especially education, agriculture, road construction, health care delivery, water supply, sanitation and refuse disposal, aesthetic upgrading and beautification of urban Kano, among others.

It is on record that during the first year of the present administration approved an expenditure of over N47billion in 47 sittings at an average of N1 billion per sitting. Nevertheless, the total sum of N549,106,345.12 was approved for release for the execution of eleven projects by the Council during its most recent 47th sitting.

Today's Council sitting was presided over by the Governor, Engr. Rabiu Musa Kwankwaso FNSE during which Eleven (11) memoranda submitted by five (5) MDAS covering eleven projects costing N526,654,508.85 were approved for execution by the Council as follows;

1. Office of the Secretary to the State Government
Two (2) memoranda on issues under the auspices of the Office of the Secretary to the State Government were deliberation by the Council as follows;

a. Request for funds for the procurement of one hundred (100) buses as first phase implementation of the five hundred (500) buses project to be deployed as bus commuter service on hire purchase:-

Council is fully aware of the administration's intervention policy on urban mass Transit Programme which entails procurement of 1000 fairly used Golf cars and 500 fairly used buses to be deployed as taxis and bus commuter service on hire purchase.

First phase of 250 cars have been procured already. Council approved the release of the requested sum of N197,750,000.00 for the purchase and painting of 100 fairly used buses as follows:

i. N1,921,00.00 x 100=N192,100,000.00 plus tax.
ii. N56,500.00 x 100=N5,650,000.00 for painting
iii. Total=N197,750,000.00

This administration appreciates the significance of intervening positively on commuting/transiting and general transportation from one point to another for work, business, leisure, contact with relations and friends, etc. Moreso, considering the current crunch imposed by the removal of subsidy on petroleum products, this expenditure would cushion the hardship being faced by commuters. As such, government has continuously been expending money on road construction and rehabilitation in order to ease intra/inter urban movement of vehicles for which Government has to improve the number and quality. Again, access to employment opportunity is provided to the drivers; majority of whom are professionals. Council sees this project as one of its most laudable and is in tune with the "Amana 2012" slogan.

b. Request for funds for DFID/State Government Joint Assistance Programme:-

Council is adequately notified of the fact that the State Government and the United Kingdom have been collaborating through Department for International Development (DFID) on the programme called JUSTICE SECTOR REFORM, which aims at promoting transparency and efficiency in the administration of justice, and equally assist in immediate disposal of civil/criminal cases by at least 50%. Contents of the referred communication are asking the State Government to approve release of the sum of N10,000,000.00 to the Ministry of Justice to enable it provide the under listed in collaboration with the DFID viz:-

i. Effect payment of State Briefs for Indigene accused persons.
ii. Fuel allowance to prisons for conveying accused persons to court.
iii. Transport allowance for witness to attend criminal trials.
iv. Enhance technology, safety and security in the sector.
v. Fund mediation centres in Bichi, Kabuga and Takai.

2. Ministry of Commerce, Industry, Co-operative and Tourism


Four (4) issues were submitted by the Ministry of Commerce for consideration and deliberation by the Council as follows;

a. Memorandum on the review of registration fees for Co-operative Societies in Kano State:-

Council noted and appreciated the contents of the referred communication as proposing a review of the statutory and mandatory registration fees for co-operative societies operating in Kano State. An upward review was submitted for Council's consideration, deliberation and final approval; Thus;

Council after deliberation approved the review upwards based on the fact that co-operative societies enjoy a lot of benefits through various programmes executed by Government Agencies and International organizations and the upward review will certainly improve the revenue generation of the State. This is in line with the policy of the present administration on revenue generation.

b. Memorandum on the need to hold a stakeholders meeting on Expended Domestic Cotton Production under the CTG scheme by the Bank of Industries (BOI) in Kano:-

The Council noted and appreciated the contents of the referred communication as stating the need to organize a stakeholders forum at the Ministry of Agriculture and Natural Resources, which will include the Ministry of Commerce, Ministry of Agriculture and Natural Resources, Special Adviser on Economic Affairs, Special Assistant to His Excellency on seedlings, Ministry for Local Governments and all the farmers' associations, cotton producers and processors. The main aim is to discuss and develop comprehensive strategies for the implementation of the expanding of domestic cotton production under the CTG scheme in Kano. Council noted that the forum is to discuss the proposal on the tripartite arrangement involving private operators, Banks of Industry (BOI) and the State Government. So, Council approved the release of the requested N200,000.00 for logistics, lunch and refreshment for the meeting (forum).

c. Request for a motor vehicle for the Kano State Standing Committee on Solid Minerals Development:-

Council noted the request quoted as asking for the allocation of a Toyota Hilux Van with 2 cabins to the Ministry of Commerce to enable the standing committee on Solid Minerals conduct its routine function of regularly inspecting mining sites and activities across the State. Solid minerals development is welcome by the Council as significant in harnessing an important resource base of the State. Council directed the office of the Secretary to the State Government to allocate one Toyota Hilux vehicle with 2 cabins to the Ministry to enable the Committee on Solid Minerals Development conduct its routine inspection function.

d. Request for funds to enable the Ministry of Commerce conduct the 2012 National Co-operatives Data Survey and Agricultural Transformation Action Plan:-

The Council noted that the Ministry of Commerce received a correspondence from the Federal Ministry of Agriculture and Rural Development on the need to conduct a National Co-operative Data Survey in all the States of the Federation with the aim of identifying the number and various types of Co-operative Societies in each State so as to effectively monitor co-operative performance and evaluate the impact they are making on the wellbeing of their members communities and the nation at large. Council equally upheld the United Nations declaration of the year 2012 as an International year of Co-operatives and endorsed their socio-economic significance on the development of communities, regions, nations and the World. As such, the release of the requested sum of N3,625,000.00 was approved by the Council to the Ministry of Commerce, Industry, Co-operative and Tourism to enable it facilitate the National Co-operative Data Survey.

3. Ministry of Health
Two (2) memoranda covering two projects were submitted by the Ministry of Health for deliberation and consideration by Council as follows;

a. Request for funds for the procurement of brand new electricity generators for some State owned hospitals:-

The Council noted the agitation caused by the unreliable and erratic electric power supply from PHCN nationwide especially here in Kano. Council sympathizes with the management of the Health services Management Board and the entire Ministry of Health for having to operate and deliver their vital required medical services under the prevailing situation. Council is also aware of the incessant recurrent expenditure continuously incurred in maintaining the few available obsolete generators. As such Council approved the release of the requested sum of N48,390,177.40 for the procurement, installation and maintenance (one year guarantee period) of six (6No.) generating sets as follows;

The gesture is the intervention endeavour of this administration to rejuvenate the State health sector in order to ensure the resuscitation of its general capacity in healthcare delivery services. The intervention encompasses all aspects of the health sector as manifested by the provision of improved free maternal/child health and DRF programmes, health manpower recruitment, rehabilitation of the Emergency Unit at Murtala Muhd Specialist Hospital, relocation and construction of the new Kano State Drugs and Medical Consumables Supply Agency Complex (Phase 1) etc.

b. Request for funds for the construction of wall fence, Gate/guardrooms, equipping and furnishing of the Kwankwaso Cottage Hospital:-

Council is aware of having awarded a contract with reference number SSCA/CA/EX/13/I/13 dated 9th December, 2011 for the renovation of existing blocks of buildings and construction of additional blocks at the Kwankwaso Primary Health centre at the total cost of N54,358,853.71 as phase 1 of upgrading the PHC to Cottage Hospital. Council noted that this first phase of the project has been satisfactorily executed awaiting the construction of a wall fence, equipping and furnishing. Today, Council approved the release of the requested sum of N57,212,081.45 to the Ministry of Health to enable it execute the second phase of the entire project so as to see it to completion as soon as possible.

This administration has recently has approved the transformation of former Bee Zee Bee Hotel into Kano Sate Primary Healthcare Development Agency. This project had been stagnant for the last eight years of the former administration. The project has been salvaged and properly prepared for use as the Headquarters of the State Primary Health Care Development Board.

4. Ministry of Science and Technology

Two memoranda were submitted by this Ministry and received the Council's approval as follows:

a. Council approved the sum of N61,600,000.00 being registration/admission fees for the 200No. newly admitted students into the Foundation Course of the Kano Informatics Institute. This Institute is amongst the 18 Institutes established by the present administration to train youth on modern technology.
This amount is to be paid to Jigawa Institute of Information Technology admission and administrative charges for the students who are to be transported there.

b. Also the sum of N30,000,000.00 was considered and approved by the Council for the purchase of additional facilities in the Kano Informatics Institute, Kura to enable the Institutions to cater for the newly admitted Foundation students.

5. Ministry of Water Resources

One memorandum was submitted and received by the Council and approval was granted follows:

The sum of N117,877,250.00 was approved for the recently procured 600mm diameter ductile pipe to be laid from Watari to Miltara. The Pipes together with the 1000mm meant for laying from Challawa to Goron Dutse which are just arriving Kano from Lagos State after successful landing from People's Republic of China. No doubt, the people of Kano particularly those in the affected areas would record increased water supply very soon.

48th executive council meeting continued

Progress Report:

Council today, in line with its tradition of maintaining track on approvals granted and resolutions reached in respect of various requests received from State Ministries, Departments and Agencies (MDAs) during its previous meetings, as well as some other programmes conducted by the establishments, with the aim of appraising the level of progress made in executing the projects, programmes and policies of Government, so Council appreciates progress achieved as follows:-

Successful Marriage of 100 divorcees in the State:

Council noted with appreciation the successful conduct of 100 Zawarawa marriage programme in the State under the auspices of State Hisbah Board as sponsored by the State Government being part of its social responsibility programmes in areas of family development which in turn leads to a better society. The grooms have benefited from the compulsory dowry payment among other gifts while the brides were given furniture, N20,000 each as business empowerment funds among others.

Distribution of Polio Pluses:

As part of the present Administration's determination to eradicate polio the State Government has distributed enough polio pluses to all its 44 Local Governments Areas in the State. Council notes this gigantic progress and is satisfied that the effort will enable the State achieve its target of eradicating the disease before the end of the year.

Distribution of Instructional Materials by the Government :

In the same direction, Council noted the distribution of instructional materials to various Secondary and Primary Schools in the State worth over N300million. This gesture would complement numerous projects and programmes executed by the present Administration in reviving education in the State among which are:- the construction of 800No. classrooms and 200 teachers lodge across the 44 Local Government Areas of the State, supply of 37No. High capacity buses for the conveying of girls students to and from schools under Kwankwasiyya Girl Child Initiative and the provision of 4No. inspection vehicles each to KERD, Ministry of Education, KSSSSMB and Science & Technical Schools Board.

Plan to Establish New French, Arabic & Chinese Schools in the State:

Council while deliberating on the educational progress recorded in the State under the strategic efforts of the present Administration directed the Hon. Commissioner, Ministry of Education to contact three embassies of France, Saudi Arabia and China on the possibility of establishing respective languages schools for the benefit of State's students wishing to learn the languages. The schools when established and run, will serve as an opening for the students to further their studies in the respective countries.

Courtesy Visit to the Governor by Non-Indigenes:

The Council also was informed of a Courtesy Visit paid to His Excellency, the Governor, by northern minority tribes living in Kano during which the need for embracing peace was discussed and upheld. The Governor assured them that the Government and people of Kano are very tolerant. He also reassured them of government's tireless effort in ensuring security of all people living in the State. He further re-affirmed the present Administration's tolerance to all by appointing a Special Adviser on Northern Minorities from among them.

In the same vein, Council witnessed the swearing-in of the new Special Adviser on Northern Minority tribe in the person of Hashim Mohammed. Council wishes the new appointee for the best in the discharge of this new assignment and called on him to work in accordance with the oath of office he took. Already, the Governor has appointed Special Advisers on South West (Yoruba), South-South and the South East (Igbo).

Launching of Kano State Official Website

The Kano State official website www.kano.gov.ng which has components of Twitter and Facebook was launched by the Governor, and witnessed by the Council members. The site will serve as an avenue for accessing Government policies and programmes as well as platform for the public to communicate directly with the Government.

The Honourable Commissioner, Ministry of Science and Technology further briefed Council on the Ministry's participation in Council on Communication Technology Policy held last week in Abuja. Council noted that a lot of beneficial policies were discussed during the sitting and the State will soon reap the benefits derivable from the policy.

Inspection to Challawa Water Plant:

Council was briefed by the Hon. Commissioner of Information on physical visits to various projects by His Excellency, the Deputy Governor being part of events marking the one year anniversary of the present administration among which are the Challawa Water treatment Plant for the inspection of installed 4No. new generating sets at the site, Bebeji road works and Kano ICT Park, Gidan Ado Bayero.

Consumer Protection Council Courtesy Visit to the Governor:

The Consumer Protection Council paid courtesy visit to the Governor, during which fruitful discussions were held on how the Council will collaborate with the State Consumer Protection Committee in ensuring State consumers are protected against fake and sub-standard products. While noting the aforementioned development, Council acknowledged His Excellency's the Governor, directive for allocation of office accommodation to the Consumer Protection Council in the State.

Kano Road and Traffic Agency Law (KAROTA LAW 2012):

Council witnessed the signing of KAROTA LAW 2012 by the Governor after it was passed by the State House of Assembly. The Agency is charged with the responsibility of maintaining law and order on our roads with a view to transforming the road users in the State into being more compliant with the laws and regulations.

Presentation of trophy by Kwankwassiya Academicals:

The Council noted with appreciation, the giant stride achieved by Kwankwasiyya Academicals Football Club for winning the first position in the West African Youth Tournament held in Niger Republic. The Club having won the first position in the tournament qualifies to represent Nigeria in France come July, this year. The cup, medals and certificate won were presented to His Excellency, for blessing.

Today Wednesday 23rd May, 2012 (2nd Rajab, 1433 AH) the Kano State Executive Council  held its Forty Ninth (49th) sitting in continuation with previous sittings during which important policy issues and programmes that positively impact on the quality of lives of our citizenry were deliberated upon.  Authentic and indelible records show that since inception of its second tenure, the present administration is pursuing tangible projects spanning all sectors putting emphasis on its commitment to fulfilling its campaign promises.  The drive and general resolve is provision of good governance characterized by exemplary leadership in which utilization/ consumption of resources is guided by prudence and transparency.

It is delightfully encouraging to evidently note that the quality and quantity of services provided by Government have improved across all sectors – especially education, agricultural production, road construction health care delivery, water supply, sanitation and refuse disposal, repairs of street and traffic lights, aesthetic and general upgrading as well as beautification of urban Kano, etc.

It is on record that in forty eight (48) sittings during the first year of its second tenure, the present administration has approved expenditure close to N48 billion in 48 sittings at an average close to N1billion per sitting. Nevertheless, the total sum of N526,654,508.85 was approved for release for the execution of nine (9) projects by the Council during its most recent 48th sitting

Today's Council sitting was presided over by the Governor Engr. Rabiu Musa Kwankwaso FNSE during which 17 memoranda were submitted by 9 MDAS for deliberation by the Council. An expenditure of N3,176,917,530.42 covering 11 projects was approved for execution by the Council as follows;

1. Ministry of Planning and Budget
a. Submission of a proposal on the need for co-ordination of poverty eradication programmes in the State:

The Council noted and appreciated that contents of the referred communication endeavour to inform Government of the following facts;

i. That a number of government agencies are implementing various poverty alleviation programmes/projects in the State.

ii. That there is need to co-ordinate poverty eradication programmes/projects across the MDAs to ensure the State compliance with National Policy/guideline on poverty eradication.

iii. That there is need to appoint a Special Adviser on poverty eradication to work with the Hon. Commissioner Ministry of Planning and Budget in overseeing the implementation of poverty alleviation programmes in the State.

iv.That there is need to create a desk office in the Ministry of Planning and Budget to co-ordinate, monitor and represent the MDAs at National level on poverty eradication issues.

Council considered and approved the establishment of a desk office to coordinate various activities of poverty eradication programmes being manned by various State MDAs.

b. Another submission was presented by the Ministry for the establishment of Micro Finance Bank in the 37 Local Governments of the State. You may recall that the memorandum was earlier presented to the Council by the Hon. Commissioner for Planning and Budget during which after extensive deliberations, Council established a Committee under the Chairmanship of His Excellency, the Deputy Governor, to critically appraise it and submit back for Council deliberation. Today, Council received a comprehensive memorandum on that and approved the sum of N740,000,000.00 being minimum share capital for the 37 proposed Micro Finance Banks.

2.Office of the Secretary to the State Government

Two (2) memoranda were submitted by the Office of the Secretary to the State Government for deliberation by the Council.  They include:

a. Submission of a memorandum on the proposal for the establishment of modernized craft schools in all the 44Government Areas in the State:-

Council acknowledges receipt and appreciates contents of the referred communication as stating the need to establish modernized craft centres in all the 44 Local Government with a view to providing for and aid the trainees access to productive engagement/self-reliance.  After extensive deliberation on the proposal, Council established a Committee comprising the Hon. Commissioner for Science and Technology as Chairman and the Hon. Commissioners for Projects Monitoring and Evaluation Directorate, Special Duties and Permanent Secretaries Education and Works as members to study and physically assess the suitability of the proposed location and to submit comprehensive report within two week  for Council's further deliberations.

b. Council acknowledged the receipt of a memorandum on the report of the Committee on street Hawkers and Suya Spots presented by the Office of the Chairman State Executive Council.  The contents of the referred communication are simply asking for the Council to consider and approve the under listed for execution as regard Street Hawkers and Suya Spots;

i.That Government should pursue the idea of creating Trade Clustersmajor roads and avenues within the metropolis to be achieved through the development of any available land space or acquisition of private properties (plots) on such streets.

ii.That Government should ensure that an autonomous agency exists for Micro-Enterprises Development (AMENDA) as a department under the proposed (KAROTA) or Kano Road Traffic Agency to address the menace of street hawking in its totality.
iii.That Government should embark on sensitization workshop for street hawkers and suya spots operators on how to modernize their businesses.

iv. That Government should initiate empowerment programmes for petty traders vis-à-vis street hawkers.

v. That Government should ensure compliance with hygiene and sanitation standards especially in the food business.

vi. That Government should seek assistance through International Donor Agencies with a view to supporting small-scale business in the State.

vii. That Government should embark on public enlightenment campaign by urging hawkers and suya spots operators to co-operate and support new Government policies.

Deliberation on each of the issues presented above prompted the Council to formed a Committee with SA Environment and SA ........ to assist the Adviser on perfecting the memorandum detailing all required facilities for the take up of the programme for Council's further deliberation.

3.Office of the Head of Civil Service
Three (3) submission were presented by the Office of the Head of Civil Service for consideration and deliberation by the Council as follows;

a. Submission of memorandum seeking approval for release of six (6) officers recommended to pursue different post graduate training programmes overseas on salary option:-

Council acknowledged receipt of the memorandum quoted above and noted that the concerned officers are per the table presented below.

Approval was granted for the release of the officers on salary option effective from 2011/2012 academic session.

b. Request for workers literacy programme based on a proposal from Agency for Mass Education in collaboration with the Office of the Head of Civil Service:-

Council approved release of the requested sum of N1,672,425.00 to the Office of the Head of Service to enable the facilitation of the literacy programme whose target group are the Messengers, Cleaners, etc drawn from the State service.  The money is to be expended thus;

This gesture is to ensure that workers in the State service are literate irrespective of their cadre.

c. Report of Biometric Data of the Civil Servant.
Council further received a report of Biometric Data Exercise currently on going in respect of the state and local Governments staff. The report highlighted the progress made so far in which over 8,000 ghost workers were identified pending the completion of the exercise.

4.Ministry of Information, Internal Affairs, Sports and Culture.
The Ministry submitted a memorandum on a request for financial assistance from the State Government to the Nigerian Volleyball Federation to enable the facilitation of the conduct of Governor Rabi'u Musa Kwankwaso Open Volleyball Championship (Male and Female) 29th May – 9th June, 2012.  The Volleyball Federation is also requesting the Kano State Government to host the ten (10) days tournament in which the State will participate.  As such, the Ministry of Information is requesting for approval for the release of the sum of N15,000,000.00 by the Council to enable it assist the Nigerian Volleyball Federation facilitate conduct of the tournaments and ensure participation of the State contingents – thus;

2. N5,000,000.00                  -                  Sponsorship for State contingents

Council noted that the N5million is to be expended on camping rehabilitation of facilities, competition requirements and equipment, while the N10millin is only part of the requested N15million by the NVF. After critical deliberation on that Council approved release of the sum of N5,000,000.00 to enable facilitation of the conduct of Governor Rabi'u Musa Kwankwaso open Volleyball Championship (Male and Female) 29th – 9th June 2012. This is in line with the present administration's support for participatory sporting activities since they foster unity, integration and togetherness.  Such sponsorships have been and will continue to be granted. For example, the Kano Pillars football club, the Kano Pyramid male Handball team, the Kano pyramid basketball, etc. have been sponsored to participate in various tournaments at local, national and international levels by the incumbent administration.

5. Ministry of Special Duties
Council acknowledged receipt of the Information memorandum submitted by the Office of the Special Advisor on Private Schools and Vocational Education. The referred communication is simply up-dating information for the Council on the level of compliance with Governing laws both in terms of revenue to Government and standard of facilities as ascertained by series of visits to 200 private schools in the State. Main appraisals focused on the following:
Standard of Physical facilities.
Number and quality of Administrative and Academic records.
Student enrolment.
School fees records.

Main findings: The Council noted are that private schools operating in Kano State are adjusting to conform with government laid down rules and regulations which brings about upgrading of standards of facilities in conformity with national policy on education and that revenue collection (10% levy) from the schools has improved with prospects of further improvement. So, Council has approved release of the requested sum of N600,000.00 to the Ministry for Special Duties to enable the Office of the Special Adviser on Private Schools address outstanding commitments and logistics incurred during such important and worthwhile visitations.

6. Ministry of Education

Two (2) memoranda were submitted by the Ministry of Education for consideration and deliberation by the Council as follows:

a. Request for permission/approval to utilize 2011 UBE Matching Grant Funds.
The Council is fully aware of its approval of the release of N872,527,306.70 as its counterpart share for the year 2011 UBE counterpart funds.  On the other hand, Universal Basic Education Commission (UBEC) released equal amount as its matching share for the total grant to amount to the sum N1,745,054,613.40. As such, Council grants permission and approve for the Ministry of Education to allow SUBEB utilize the 2011 matching grant fund as proposed – Thus;

1. 97 blocks of 4 classrooms             -                  N1,558,977,014.06

This gesture will undoubtedly decongest classrooms to the required standard and increase access as well as enhance teaching and learning in basic education schools which is in line with the intervention policy of the present administration on education generally and at all levels be it basic, intermediary or tertiary.  So far, many new basic education schools have been established while new classrooms have been constructed in already established ones along with the refurbishing of many others.

b. Request for funds for the Launching of 2012 Mass Literacy Campaign and allocation of three (3) additional Toyota Hilux Vehicles to the Agency for Mass Education:-

The Council noted the need to launch the 2012 Mass Literacy Campaign titled "Building a Learning Society" which is to be co-financed by the State and Local Governments. The Launching ceremony is earmarked to be among activities that herald the forthcoming one year in office anniversary of the present administration. The sum of N498,000.00 is requested for release to the Ministry of Education to enable the Agency for Mass Education finance the launching of the 2012 Mass Literacy Campaign.  Council approved the release of the requested sum to be used for the stated purpose.  Again, it also directed Office of the Secretary to the State Government to look into the issue of the possibility of allocating three (3) additional Toyota Hilux Vehicles to the Agency for Mass Education.

7. Ministry of Agriculture and Natural Resources
One (1) memorandum was presented for consideration and deliberation by the Council from the Ministry on request for funds for the third batch of Animal Traction Training Programme. The Council looked at the request which was adjudged to be of paramount importance particularly being one of the Administration's cardinal objectives of empowering youths. Over N100 million was expended on the previous trainings. Council today approved the sum of N66,164,380.00 for the facilitation of the exercise.

8. Ministry of Works, Housing and Transport
Two submissions were received by Council from the Ministry for important projects in the State. The memoranda were deliberated upon and approved for execution as follows:

a. Construction of overflow parking lots in front of the Government House. This is meant to decongest and control/curtail influx of vehicles into the State Government House at the sum of N24,417,782.19.

b. Construction of 50M drainage and the State Coat of Arm molding on the Government House perimeter wall panels to the tune of N15,923,387.21. This expenditure is meant to beautify the newly constructed Government House.

9. Ministry of Water Resources
In its bid to sustained the tempo of supplying portable pipe borne water to the citizens, Council approved the sum of N197,800,000.00 for the supply of 2,300 tons of aluminium sulphate for the treatment of water at various water plants of the State.

Chinese Business Activities In the State:
The State Executive Council has today noted the operation conducted by Nigerian Immigration for abducting a sizeable number of Chinese Nationals who are retailing at Kantin Kwari Market in the Kano metropolis. This exercise comes at a time when the State Government has reached  advance stage of establishing a law that will regulate the business activities in the State. The law when comes into effect would provide a flat form for various Government initiatives and programmes that would improve business viability in the State.

Presidential Technical Committee on Land Reform:
Noted by Council is the selection of Kano and Ondo States during last week Presidential Technical Committee on Land Reforms as pilot States for the execution of the Land Reform in the federation.

Polio Eradication Campaign Programme:
Council noted the successful conduct of 3rd round polio eradication campaign with less resistance, even though some few cases were detected despite the Government effort in that direction. To this end, Government redesigned the strategy so far implemented to comprise regular vaccinating at all State's hospitals and all identified uncovered children as well as those that resisted. It further called on all stakeholders particularly the International Communities to continue supporting the State in that directions to ensure polio free Kano and Nigeria in general.

Congratulatory Message to Chief of Air Staff:
The esteem Council congratulates the Chief of Air Staff, Air Marshal Mohammed Dikko Umar, on the successful conduct of the Nigerian Air force 2nd Air Expo 2012 in Kaduna.

Quality Assurance Training to Principals and Head Teachers:
Council noted the successful conduct of Quality Assurance Training to State's Principals and Head Teachers aimed at improving and reviving the quality of education in the State.
You are aware that the above exercise is meant to complement the earlier training of headmasters under SUBEB as well as the two weeks second batch training of over 4,000 teachers that took place in Bayero University Kano, Sa'adatu Rimi College of Education, Kumbotso, and College of Education (Technical) Bichi.


American University of Nigeria, Yola 2nd Convocation:
Today, Council noted successful conduct of the 2nd convocation of American University of Nigeria, Yola and the State Natives exalted performance in the University.

Launching of Fertilizer for 2012 Farming Season:
The Council was briefed by the Hon. Commissioner for Agriculture and Natural Resources on the successful launching of the 2012 fertilizer distribution across 484 wards of the State. Council wishes to inform the general public particularly farmers to note that the fertilizer price is N1900.00 excluding transportation fees which Government shouldered.

In the same vein, Council noted with appreciation, the laudable efforts of the present Administration in reviving Kano Zoological and Wildlife Management Agency in terms of infrastructural development and installation of new facilities and called on citizens particularly children to utilize the opportunity through visiting the Zoo regularly.

Launching of Leda Jari Youth Empowerment Programme:
This is one of the numerous State Empowerment Programme meant to empowered State youth as well as to keep State and its environs clean. Council noted the launching of the Programme last week by His Excellency, the Deputy Governor.

State Concern on Late Emir of Kano Alu's Grave:
Council noted visitation of a very Powerful Committee under the Chairmanship of His Excellency, the Deputy Governor and representation of the Emirate Council to the grave of Emir Alu at Kogi State. Council then expressed gratitude and appreciation to Kogi State Government for its pledge to redevelop the site into a modern one.

Hosting Special Workshop to State House of Assembly Members:
Council noted and appreciate the successful conduct of workshop to the members of the State House of Assembly which ended last week at Abuja. It urged members to translate a lot of benefits derived from the training for the betterment of the State.

Incompetent Lecturers at State Tertiary Institutions:
Discussing on the cases of some incompetent lecturers at some State Tertiary Institutions, Council worried over the menace and formed a Committee comprising the Honourable Commissioner for Higher Education, Permanent Secretaries Ministry of Education, Manpower Directorate, Executive Secretary, KSSSMB and STSB to look into the problem with a view to sanitize the system and revert those affected into right placement.

Report of Compensation Verification Committee
A report of the Committee established by Council to verify compensation lists for land and economic trees in respect of Amana City was received by Council. The Committee employ  numerous strategies in discharging the exercise which led to the realization of savings totaling the sum of N197,853,536.00 from the monies set aside for the compensation in the said area.

50th Kano Executive council meeting

Today Wednesday 30th May, 2012 (9th Rajab, 1433 AH) the Kano State Executive Council  held its Fiftieth (50th) sitting
in continuation with previous sittings during which important policy issues and programmes that positively impact on the quality of lives of our citizenry were deliberated upon.Authentic and indelible records show that since inception of its second tenure, the present administration pursues tangible projects spanning all sectors putting emphasis on its commitment to fulfilling campaign promises driven by the general resolve to proving good governance characterized by exemplary leadership in which utilization/ consumption of resources, though conspicuous, is guided by prudence and transparency.

It is encouraging to note the evidences that attest to the fact that the quality and quantity of services provided by Government have improved across all sectors – especially education, water supply, agricultural production, health care delivery, environmental sanitation and refuse disposal, repairs of street and traffic lights, beautification and general aesthetic upgrading of urban Kano, etc.

Remember, that in Forty nine (49) sittings during the first year of its second tenure, the present administration approved expenditure over N49 billion in 49 sittings at an average of over N1billion per sitting. Notably, the total sum of N3,290,337,452.40 was approved for release for the execution of eleven (11) projects by the Council during its most recent 49th sitting

As usual, today's Council sitting was presided over by the Governor Engr. Rabiu Musa Kwankwaso FNSE during which 36 memoranda were submitted by eleven (11) MDAS for deliberation by the Council. An expenditure of N3,482,204,005.57 covering 26 projects was approved for execution by the council as follows:

1.Ministry of Women Affairs and Social Development

One memorandum was approved for execution by this Ministry for consideration and deliberation by the Council as follows:

Request for funds to Flag-off the programme tagged "Safe Motherhood Emergency Transportation Scheme (SMETS)" in collaboration with Path 2, NURTW and Ministry of Health:-

Council noted and appreciated contents of the submitted memorandum on the referred issue as aiming to intimate a health matter concerning women in respect of maternal mortality issue by which so many lives are being lost in avoidable circumstances especially those to do with transporting women throughout the period of pregnancy, birth and beyond to and from their homes or on referrals from Primary Health Centres (PHC) to the hospital for the attention of obstetrician, pediatrician and other specialists when required.  The scheme is tailored as to provide the required succor to the critical issue of transportation to women in pregnancy, birth and beyond.  The pilot scheme is proposed to initially focus on a cluster of ten (10) Local Governments namely Albasu, Garko, Takai, D/Kudu, Kumbotso, Kunchi, Tsanyawa and Nassarawa and is projected to cover the majority thirty four (34) Local Government areas of the State when successfully handled.

Council considered and approved the release of the requested sum of N3,196,952.00 to the Ministry of Women Affairs to enable the facilitation of Flagging – off the pilot scheme.  This is in line with present administration's policy on intervening on critical service delivery especially in the health sector where existing facilities are and continue to be upgraded while new hospitals are being built in addition to the free ante/post natal services provided to women.

2.Ministry of Rural and Community Development

One memorandum was submitted by this Ministry for consideration and deliberation by the Council as follows;

Notification of refund (retirement) of funds to the treasury by Rural Electrification Board (REB):-

Council acknowledged and appreciated having received the memorandum on the referred issue.  Notably, savings of N6,138,725.00 was realized after the successful completion as reported, of the second phase of rehabilitation exercise of vandalized electricity networks in the State executed by the Rural Electricity Board.  The money was refunded to the treasury as substantiated by sterling Bank Plc cheque No. 05235332 and a copy of the forwarding letter. Council applauded the effort and advised all MDAS to copy and adopt as proof of the resolve of the present administration to consume and utilize resources prudently and transparently.

3.Office of the Secretary to the State Government

Six (6) memoranda under the auspices of the Office of the Secretary to the State Government were approved for execution after consideration and deliberation by the Council viz:

1. Request for approval and release of funds to commence phase ii of the Kwankwaso Women Empowerment Scheme (KWES) by the Kano State Community Re-orientation Committee (CRC):

The attentive Council appreciatively acknowledged the notification on the conclusion of phase I of the Kwankwaso Women Empowerment Scheme (KWES) and noted the current request and proposal to commence the second phase of the training programme projected to consume the sum of N44,000,000.00 (i.e N10,000.00 x 100 x 44) or 100 women from each of 44 Local Governments in the State to benefit the donation of N10,000.00 as starting capital for the trade acquired. "Funkaso da Taushe" is projected to kick-start the second phase of the scheme.  Approval for the release of the requested sum was granted by the Council being entrepreneurial assistance to women under batch one since the scheme is only in fulfillment of one of the cardinal campaign promises of the current administration and is being carried out satisfactorily.

 2. Request for approval to offer programmes in customized courses at the State Informatics Institute:

Council appreciated the proposal to expand the programmes and courses offered at the Kano State Informatics Institute as to include the following:
1. Basic Computer Application
2. Advanced Computer Training
3. Specific Training (Specialized computer training) which include;
4. Website Design
5. Networking Installation
6. Computer Technology
7. Software Design
8. I.T . Consultancy.

Council agreed that inclusion of the proposed courses will certainly expand the scope of the courses offered by the Informatics Institution making it more relevant and significant in training and empowerment of youth in Information Technology and allied fields.  So, approval for the inclusion of the courses mentioned was granted by the Council while the Office of the Hon. Commissioner Ministry of Science and Technology was directed  to come up with modalities for Government's consideration and approval for implementation.

3. Request for funds for the procurement of Mobile Computer Lab-van vehicle:

Council noted that the referred communication was from the Ministry of Science and Technology which informed the Council that acquisition and utilization of the vehicle by the Ministry will smoothen its activities and raise the quality of service delivered. So, Council approved release of the requested sum of N4,100,000.00 to the Office of the Secretary to the State Government for the  purchase and allocation of the requested vehicle to the Ministry of Science and Technology.

4. Presentation of a proposal on the employment of Academic Supporting Staff and drivers for the smooth running of the State's Informatics Institute activities:

The observant Council was fully notified of the precarious situation bedeviling academic activities in the Informatics Institute under the current franchise agreement with the Jigawa Sate Government Institute of Information Technology, Kazaure which is also under franchise agreement with Informatics Academy Singapore.  Importantly, Council noted that the agreement will expire by September, 2012 a situation that necessitates the need for Kano State Government to employ its own lecturers. Unfortunately, Council observed that this request was not channeled to the committee for the recruitment of 1000 youth exercise.In any case, the request by the Ministry of Science and Technology is for the employment of six (6No) Academic Staff with Bsc. Msc. Or PhD in Information Technology, four (4No.) computer Technicians, One (1No.) Networking Technician, two (2No.) Mathematics Teachers and one bus driver.Total requirement is for fourteen (14No.) staff.

Considering the adverse consequences experienced by the Informatics Institution the Council specially classified the request and directed the Committee on 1000 youth recruitment to provide the requirement. Again, Council directed the Ministry of Science and Technology to renegotiate the sub-franchise mandate with the Jigawa State Government for the next one year w.e.f September, 2012 then source the rest from within the service for redeployment.

5. Information memorandum submitted by the Office of the Senior Special Assistant on Higher Education on conduct of the recent payment of scholarship allowances:

Council noted from the referred communication that the recent payment exercise of scholarship allowances conducted by the verification committee in collaboration with the scholarship Board had irregularities which prompted the Senior Special Assistant on Higher Education to advise Government on the need for :

i.A seed stock money for the Scholarship Board i.e complementary investment for the Board to reduce over-dependence on Government's funding.
ii.The verification committee that conducted the recent payment be maintained as standing committee.
iii.Computerization of statistical data on all benefiting students before payment.
iv.Bank payment for students outside the State.

Council considered and approved and directed the Ministry of Higher Education to;

i.Computerize students statistical data akin to the Biometric Data Exercise conducted for the State Civil Servants.
ii.Engage a consultant to handle the statistical data computerization exercise.
iii.Maintain the verification committee that conducted the most recent payment exercise as a standing committee.

6. Request for funds for the procurement of fourty (40No.) Public Mobile Toilets by the Office of the Special Adviser Metropolitan:

Council noted and appreciated contents of the referred communication as advising Government to invest into a viable revenue generating venture capable of providing employment opportunities for some youth in the State.  The model recommended for procurement is the "Mike Mobile Toilet (MMT)" that costs N250,000.00 per unit including installation works to be supervised by KNUPDA. Locating such toilet facilities in selected areas of the metropolis that require them is  a wholesome initiative.  So, Council approved release of the requested sum of N10,000,000.00 to the Office of the Secretary to the State Government to enable the Office of the Special Adviser Metropolitan purchase 40 units of public mobile toilets for distribution location and installation at selected areas.  Thus N250,000.00 x 40 = N10,000,000.00.


4.Ministry of Commerce, Industry, Co-operatives and Tourism.

Request for funds to enable Kano State participate at the 5th annual NCTI meeting holding at Minna, Niger State (Monday 4th –Friday 8th June 2012):

Council acknowledged having received notification of the invitation from the Federal Ministry of Trade and Investment for Kano State's participation at the National Council on Trade and Investment (NCT) meeting as an annual event of the highest organ responsible for policy formulation as it relates to commercial and industrial activities in the Country.  Council appreciated the fact that this year's meeting is the fifth (5th) of its type and is to hold between 4th and 8th of June, 2012 (i.e five days). The Ministry of Commerce is recommending five member delegates to represent Kano State at the august event. They include:
  1. The Hon. Commissioner
  2. Permanent Secretary
  3. Director Planning, Research and Statistics
  4. Director Commerce and
  5. Director Industry.

Council was made to take note of the fact that two (2) memoranda will be presented at the meeting by the delegation from Kano State. Title of the respective memoranda are:
  1. Common facility centre (CFC) Free Trade Zone
  2. Consumer Protection

As such, the Ministry of Commerce is requesting for funds to facilitate for the duty tour allowances (DTA) of the officers and logistics amounting to the aggregate sum of N720,000.00. Council approved release of the requested sum so as to enable the participation of Kano State at the 5th annual meeting of the NCTI especially to uphold the slogan "Kano is the National Centre of Commerce".

5. Ministry of Water Resources

Request for funds for the completion of twenty (20) rooms hostel block and construction of workshop and laboratory at the Assistant Works superintendent Training School (AWS) Challawa:

Council noted, considered and appreciated the referred communication as an alert on the need to complete an already started project initiated since the year 2005 and on which the Government has already expended N7,000,000.00 and abandoned on attaining structure level only.  Council was intimated of the fact that completing the twenty rooms hostel students from other States such as Katsina, Kogi, Bauchi, Oyo and Lagos can be properly accommodated.  Again, construction of the workshop and laboratory will provide the required learning environment for the training of middle level manpower in the areas of Water resources engineering, construction and other related services. As such, the Ministry of Water Resources is requesting the Council's approval for the release of the sum of N49,893,285.11 to carry out this important project – thus:
   1. Construction of 20(No) rooms hostel block/wall fencing        N29,536,538.91
   2. Construction of workshop                                               N13,732,324.40
   3. Construction of Laboratory                                             N6,624,421.80
Total                                                                                N49,893,285.11

This is according to its in-house estimate. Nevertheless, Council approved the release of the recommended Special Ministerial Tender's Board sum of N48,894,954.38 to enable the Ministry of Water Resources award the contract to Messrs. Integrated Associated Nig. Ltd.  The gesture is in line with the present administration's policy of providing for vitally required projects.

6.Ministry of Land and Physical Planning

Five (5) memoranda were submitted by the Ministry of Land and Physical Planning for consideration and deliberation by the Council – as follows:

   1. Presentation of notification on the need for amendment of approved Land compensation rates:

The Council was fully reminded of its approval and directive on gazetting the recommended new rates at its sitting of 2nd November, 2011. The approved rates then were N1million per hectare and N600,000.00 per hectare in urban and rural areas respective.  Now the Ministry of Land was alerting the responsive Council of the need to amend and re-classify locations so as to reduce the unavoidable expression of grievances especially from affected farm owners closer to the core urban areas, as different from those holdings at the urban peri-pheries.  So, a three class categorization was advanced by the Ministry for Council's consideration and approval for adoption – viz:
1.N1million per hectare of land within the first ten kilometers (10km) radius of the metropolitan area.
2.N800,000.00 per hectare of land in the second 10km (semi urban) following the first and,
3.N800,000.00 per hectare of land in the rural areas.

So, Council noted considered and approved the presented re-classification of the land compensation rates and directed for the gazetting of the amended rates.

2. Request for funds for the construction of concrete median at Audu Bako Way and Lagos Street:

Council was adequately notified the contents of the referred communication being only a re-submission of an earlier presented issue on inadequate traffic control measures around the junction of Audo Bako way with Hospital road centering on the Kano – Nguru rail tack as well as some 150 meters along Lagos Street to its junction with Murtala Muhd Way. Council was adequately convinced that provision of the concrete medians will reduce the traffic hazards faced by pedestrians, cyclist motorcyclist and even motorist. So, release of the requested sum of N2,246,955.09 was approve to the Ministry of Land and Physical Planning to enable KNUPDA execute the project – thus:
1. 120m concrete median construction on Audu Bako Way =  N954,758.53
2. 152m concrete median construction on Lagos Street      = N1,292,196.56
3. Total                                                                     = N2,246,955.09


  3. Request for funds for the actualization of acquisition and payment of compensation for land, trees and structures at the site of Kano terminus, Gundutse, Km 21 Kano – Zaria Road:

Council was alerted of the need to pursue the already started project earnestly before the commencement of the rainy season.  The Kano Southern Terminus propose at Gundutse is one of the two already started projects by the State and planned to cover over 178 hectares of sub-urban land and affects 1037 farm holdings along with a number of structures.  So, the Ministry adequately highlighted to the Council of the need to take effective possession of the project site and payment of compensation is imperative. So, Council approved the release of the requested sum of N245,518,107.00 to the Ministry of Land and Physical Planning to effect payment of compensation for land, trees and structures at the site of Kano Southern terminus, Gundutse, Km 21 Kano – Zaria road as the entire project's within the range of infrastructures earmarked for provision by  the present administration aimed for the socio-economic development of the State.

  4. Request for funds to resettle outstanding commitments as well as continue to completion the already started work of laying interlock tiles along selected roads.

Council was presented a full appraisal of the present situation as affects the interlock tiles laying project while contents of the referred communication are requesting once again for the release of the aggregate sum of N219,967,181.31 to enable KNUPDA continue the work to its completion and settle outstanding commitments to contractors.

Approval for the release of the sum of N133,637,594.90 was granted by the Council so as to see the good work to its completion as one among the most outstanding projects carried over from the inception of the first tenure of the present administration.

5. Request for funds for the routine maintenance of metropolitan roads:

Council was adequately intimated of the need to carry out maintenance work on six (6) important roads in urban Kano as follows:

7. Ministry of Works, Housing and Transport

seven (7) memoranda were approved for execution by the Ministry of Works, Housing and Transport with a monetary implication to the aggregate sum of N2,708,951,216.16 for consideration and deliberation by the Council. Each of the memoranda that covers issues/projects with monetary cost(s) implication(s) is important in its own respective right. So, Council approved the release of the requested sum of N2,708,951,216.16 for the execution of the under listed projects.

   1. Request for funds and notification of the need to commence implementing of 2012 constituency projects:

The responsive Council was adequately convinced of the need to commence the implementation of the constituency project scheme due to their grassroots support and need. The referred communication is requested Council to approve release of the sum of N2,200,000,000.00 for the execution of forty (40) constituency projects across the 44 Local Government Areas of the State as follows:

1.Projects for the Ministry of Works, Housing and Transport     = N1,412,591,301.64

2.Projects for Ministry of Rural and Community Development    = N787,408,698.34

3.                                                                                  = N2,200,000,000.00

Council approved release of the requested sum and directed the treasury to release all amounts due to the Ministry of Rural and Community Development directly while the Ministry of Works, housing and Transport issues the Authority to Incur Expenditure (AIE) to that effect.  This is to improve accounting records of the scheme, eliminate delays and enhance efficiency.

2. Request for funds for the relocation work of Kano State Water Board Headquarters from Kofar Nassarawa to Urban Water Supply premises:

Council was adequately reminded by contents of the referred communication of its directive to the Ministry to relocate the Water Board Headquarters to a suitable location. So, Council approved release of the requested sum of N156,060,669.96 to the Ministry of Works, Housing and Transport to enable it expedite action on the relocation endeavor.

   3. Request for funds for the renovation of the Guest house for Honourable Members of Kano State House of Assembly:-

Council was adequately notified by contents of the referred communication on the deplorable condition of the State House members guest house and the urgent need to repair the property. The requested sum of N53,259,782.73 was approved for release by the Council to the Ministry of Works to execute the renovation work so as to bring the guest house to befitting standards.

   4. Request for funds for the renovation of Sharada workshop of the Ministry of Works, Housing and Transport:-

Council was adequately notified of the dilapidated condition of the workshop belonging to the Ministry of Works and the need to renovate the workshop was presented as urgent so as to bring the facility back to its functional status as required. So, Council approved release of the requested sum of N13,091,370.00 to facilitate the renovation work of the workshop.

   5. Request for funds for the general renovation work at the Deputy Governor's Lodge No. 51 Mississipi Street in Maitama District Abuja:-

Need for upgrading of the standards of the Deputy Governor's Lodge at Abuja was adequately presented to the Council by contents of the referred communication.  The effort is to avoid unnecessary expenses on hotel tariffs for Government officials while on duty in Abuja. So, Council approved release of the requested sum of N182,225,342.75 to the Ministry of Works to expedite action on the renovation works.

   6. Request for funds for the construction and renovation works at the Judicial Service Commission (JSC) at Audu Bako Secretariat:-

Contents of the referred communication adequately notified Council of the need to renovate and add required structures at the existing office complex of the JSC. So, Council approved release of the requested sum of N29,435,966.30 to the Ministry of Works for the execution of the project.

   7. Request for funds for  renovation work at the High Court of Justice Kano State:-

Council approved release of he requested sum of N74,878,084.36 to the Ministry of Works to carry out renovation work and construct additional structures at the High Court of Justice.  This is in response to the notification of the urgent need for the project.

   1. 8.Ministry for Higher Education

Two (2) memoranda were submitted for deliberation by the Council from the Ministry of Higher Education as follows:-

   1. Request for funds for the construction of Main entrance gate 'A' of the Northwest University:-

The referred communication adequately informed Council of the need to construct (erect) befitting gates for the institution and approval was granted for the release of the requested sum of N34,283,799.00 to the Ministry for Higher Education to execute the project of erecting Gate 'A' as main entrance to the institution so as to give it the required look befitting its status.

   2. Proposal for the setting up of a committee on revenue generation and utilization by institutions under the Ministry for Higher Education and submission of a request for funds for the operations of the committee:-

Council was alerted by contents of the referred communication of the need to set up a committee charged with the generation of information on areas to generate revenue and properly utilize such.  The Ministry request for approval for the release of the sum of N2,500,000.00 so as to sustain operations of the proposed committee. Council approved release of the requested sum for the purpose presented.

9. Ministry of Health

Council approved release of the requested sum of N97,503,624.66 for the execution of required projects at the Gaya General Hospital which include renovation/rehabilitation of existing structures and the construction of additional staff quarters. This is in line with the current administration's policy on provision of quality required services-especially to the health sector.

10.  Ministry of Agriculture and Natural Resources

The sum of N 40,000,000.00 was approved for release by the council to the ministry of Agriculture and Natural Resources for the procurement of required equipment for use at the Bagauda Livestock Institute. This gesture is to ensure the actualization of the full establishment of the Institute.

11. Ministry of Information, Internal Affairs, Sports and Culture

Council noted the request contained in the submitted memorandum by the Ministry of Information on the need to procure three (3) fully equipped public enlightenment vans valued at N24,812,213.00 per unit. Council approved release of the requested sum of N24,812,213.00 to the office of the secretary to the government for the purchase of one enlighten vehicle for allocation to the ministry of information, internal affairs, sports and culture.

50th Executive council Progress Report:

Representation of the Office of the Head of Service:

The State Executive Council has today noted with appreciation the representation of public servants by the Head of Service last week at the National Council on Establishment.

DFID Programme and Manufacturers' Association meeting:

Today, Council noted a meeting between DFID and representatives of manufacturers' association in Kano, where the donor agency introduced owners of industries in Kano to new innovations ways that would increase their productivity and profits. Council appreciated DFID proposed sponsorship of owners of industries, which costs between $10,000 – $20,000. This type of relationship would assist Government in its poverty alleviation programmes.

Supply of Water Pipes:

You are aware of Government effort to improve water supply in the State, which led to the procurement of Ducile pipes worth over N2 billion for laying. Council noted the receipt of 600diameter heavy pipes for approximately 42km while the remaining 1000diameter pipes will be delivered in next two weeks.

Monthly Sanitation Exercise:

Council noted the successful conduct of this month is (May, 2012)  sanitation exercise and the citizens duly cooperated. Council further commended the usual support of Hon. Commissioners of Land and Physical Planning, Works, Housing and Transport, SKY Construction Company, Yan Tifa Association, the Citizens H&M, SKY, Tipper associations and State Central Working Committee.

Discovered Illegal Pharmaceutical Manufacturers:

The esteemed Council was briefed by the Hon. Commissioner for Health over the seizure of unhygienic injection water and locally made liquid intoxicant 'Sikudai' at Kurmi Market all in the Metropolitan city were arrested while investigation continues.

Council also noted the successful continuation of the Lafiya Jari programme with additional 250 students that will soon be graduated as part of Government effort to eradicate poverty in the State.

Unpatriotic Staff from Board of Internal Revenue:

Today, Council noted a brief by the Hon. Commissioner of Finance for the corrupt activities of illegal tax collection involving 4 Staff of the Board of Internal Revenue and were captured and detained for further investigations.

Brief by the Hon. Commissioner of Education:

The esteemed Council noted with appreciation a representation by the Hon. Commissioner to Abuja for a Federal meeting on a 4 year development plan affecting all States of the Federation on Almajiri Education and Basic Education Programmes.

Council also noted with delight the receipt of 2 blocks of Classrooms that will accommodate Headmaster and Staff in Gwale Local Government Primary School constructed and handed over by Rislanudeen a Senior Director with Unity Bank.

Council noted with appreciation the representation of the Hon. Commissioner on attending in the State organized Library Leadership Programme which indicates the State Government usual support to all related Federal Government Projects and programmes including other stakeholders.

You may recall the promise this present Administration made since its inception on the policy to eradicate abject illiteracy among citizens in the State by 2015. Today, Council noted with appreciation the continued implementation of the set programmes and targets at the 8,074 centres in collaboration with the Local Government Area Councils.

Brief by the Hon. Commissioner for Works:

Council noted a project visit by the Hon. Commissioner to Kano State Housing Corporation housing scheme at Jido and Sabon Gari including hand over of Challawa bridge to contractors.

Council also noted with gladness the transportation scheme which is in progress and already forms were being distributed across the 44 Local Government Areas to select qualified drivers who will operate the vehicles as another poverty eradication project.

Brief by the Hon. Commissioner for Agric:

You are aware of the present Government effort to redesign and renovate the State owned Zoological Wildlife Management Agency with modern/standard children recreational facilities and Interlock tiling of site. Today, Council was briefed by the Hon. Commissioner for Agriculture and Natural Resources on the successful hand over of the Male Goat received earlier from State farmers to the Zoo.

Council also noted with appreciation the 3rd batch of 200 rural women on 3 weeks training course on poultry farming after will be given chicks, feeds and drugs as capital to start their poultry business which is among the successful citizens supported, already in partner with Aliko Dangote on poverty alleviation programmes.

Today, Council noted with appreciation the successful Children's day celebration across the State children parks and include a memorable grand gathering where most children have come face to face interact with His Excellency, Governor, Speaker and other members of parliament.

Brief by the Hon. Commissioner for Information:

As part of this year's Democracy day on 29th May, Council noted town hall meeting by the Governor, with invited press as questions were raised and answers delivered on the one year progress and prospects in the State.

Council also noted a mass prayer on 28th May which comprises the Executive Council Members, Emir of Kano, Business moguls and other State Citizens. While, on 29th May more prayers were held with members of Council and Emirate Council representation even across wards.

Brief by the Secretary to the State Government:

You may recall the last official visit by the Governor to Dubai on University partnering. Today, Council noted with appreciation a visit last week by representatives from the Dubai University to site the location of Model Medical University in Kano.

Signing of Amended ARTV Amended Bill Into Law:

Today, Council witnessed the signing of an amended ARTV Bill into Law by his Excellency the Executive Governor. The previous Government changed the name from CTV to ARTV with no legal framework, made it possible for this minded Government to legalized it.
