 Question:
His Eminence Shaikh Muhammad As-Salih Al-'Uthaimin, may Allah shower His Mercy on him, was asked about the ruling on reciting the Holy Qur'an over graves, supplicating Allah for the dead and for oneself in graveyards.
  Answer :

Reciting the Holy Qur'an over the graves is an innovation in religion, which has no basis in the conduct of the Prophet (peace be upon him) or the conduct of his Companions. Knowing this, we should not do such conduct of our own. According to an authentic Hadith the Prophet (peace be upon him) said: "Every heresy is an innovation, and every innovation leads to deviation and deviation leads to Hell. Reported by Imam Muslim and Al-Nasa'i .

It is incumbent on Muslims to follow the conduct of the Companions and their Followers, as well as all those who follow them on the righteous path, so that they may be guided. It was reported that the Prophet (peace be upon him) said: "The best speech is Allah's Word, and the best tradition is that of Muhammad (peace be upon him)." . Reported by Imam Muslim in the chapter on Friday (867) .

With regard to supplicating Allah for the deceased beside his grave, there is no harm in this. A man may stand over the grave and make supplication as long as he can, such as saying: O Allah! Forgive him, O Allah! Shower him with Your Mercy, O Allah! Permit him to Paradise, O Allah! Make the grave spacious for him, and the like.

As for praying for oneself beside a grave, it is regarded as an innovation in religion, because no place should be specified for making supplications other than the places defined by legal texts.
