A joint House of Representatives committee has been given two weeks to investigate and present a report on the alleged killing of unarmed civilians by policemen in the wake of the Boko Haram violence in Maiduguri, Borno State.
The probe is coming after the broadcast of footage by Al Jazeera television network on Tuesday, showing mobile policemen shooting dead several unarmed civilians including boys and crippled men.

The House of Representatives yesterday directed its committees on Police Affairs, Human Rights and Justice to investigate the killings as shown in the footage.

An estimated 1,000 people were killed as security forces fought the Boko Haram sect in Borno, Yobe, Kano and Bauchi states in July and August last year.

But the footage broadcast by Al Jazeera shows that many of the deaths occurred only after the fighting was over.

Riot policemen staged a follow-up operation in which house-to-house searches were conducted and individuals were apparently selected at random and taken to a police station.

In the video, a number of unarmed men are seen being made to lie down in the road outside a building before they are shot.

As one man is brought out to face death, one of the officers can be heard urging his colleague to "shoot him in the chest not the head - I want his heart."

As the executions continue another man is told: "Sit properly we want to take your picture."

The shootings continue as a crowd gathers further up the street in front of the police station.

Voices can be heard saying: "No mercy, no mercy." Two officers seen in the video can be clearly identified by the name tags on their chests.

The 5-minute video clip is now being shared around on the Internet. It is available on video-sharing site Youtube and social networking site Facebook.

Borno State police commissioner Ibrahim Abdu yesterday told newsmen in Maiduguri that he was not going to comment on the Boko Haram crisis because it happened before he was posted to the state.

The state's deputy governor Shettima Dibal said the footage was not on Borno State alone and so it was a national security issue over which he had no competence to speak.

In Abuja, Acting Police Force Public Relations Officer Emmanuel Iyang said the police were still investigating the Boko Haram incident. "Investigation is being done on the matter and the result will be made public after that," he said.

The decision of the House came after a debate on a motion sponsored by Rep Abdurrahman Suleiman Kawu (ANPP, Kano State), who said the shootings were condemnable because most of those killed were underage, women and the aged.

The House expressed sadness over the way the police allegedly killed unarmed civilians.

Rep Rabe Nasir (PDP, Katsina State) said the matter was very sensitive and must be investigated in order to punish the culprits. Reps Abdul Ningi (PDP, Bauchi State) and Farouk Lawan (PDP, Kano State) advised that a judicial panel of inquiry be set up to investigate the matter

I can't believe this. It is outrageous. I thought things like these only happen in Rwanda, Congo and the likes. But this is even worse, as extra-judicial killings are common in civil and ethno-religious conflicts. But here we are talking about govt security agents killing innocent, unarmed citizens in such a barbaric manner.

i watched it, and  there are a lot of other video clips going
around silently within the township of maiduguri and they are very
horrible - more innocent souls are been brutally killed by happy
trigger uniform men.

just as gogannaka said in a different thread, its a common phenomenon
in nigeria, it is no longer an issue to be debated because perpetrators
go their ways unpunished.

mr. chukwuemeka mathhew onovo, aged 22 was criminally shot
down by the nigerian police on 4th of july, 2008 and up to now, the
nigeria police could not issue a single statement other than he was
an armed robber despite the fact there are handful of eye witnesses
who saw what happened and can testify that the boy is very very
innocent and did not carry any weapon when the police shot him dead.

chibuike anams was also shot dead by the nigerian police on the
23rd day of july 2009 and what the police said is he was trying to
run even when his crime is not grievous as to  warrant death.

during the boko haram crisis in maiduguri, innocent citizen who came
into the town during the crisis from far villages and caught unaware
by the situation where all killed in motor parks by the nigerian police.

kuma, gogannaka, nothin will happen despite the man in the video
clip is well known and his name can be visibly seen on his name tag
will go unpunished and unquestioned, the worst is for the nigerian
police to transfer him to a very remote village pending when the issue
will calm down and efforts of the amnesty international and other
relevant bodies pursuing human rights will fail.

here in the north, we have that carelessness of relating anything to
God and so cases of police extra judicial killing go unreported and
unpursued.

Something really needs to be done.
Haba. The police are highly unprofessional.
Remember during the Jos crises when the commissioner openly took side.
Another incidence was when another commissioner told journalists when he was asked about a reported suicide case that the man(about to commit suicide) has a right to kill himself.
They should all be subjected to psychlogical tests.

      I would have rather say that, our Nigerian policemen and women are actually professionals, but in what is known as barbaric, in-humane, and if you like call it massacaric destruction of innocent people. They really need not only psychlogical tests, as Gogan naka suggested, but MUST be subjected to all-round psycho-somatic instabilty diagnoses, and be inductronised to, not only respecting what human life is, but also depend it, in all its ramifications.
      Nigeria is our country, and we love it, we want every individual to live in harmony with others, respect each others' cultures and traditions, and above all, respect them as human beings. If these qualities are being violated by the law enforcement agents, do please tell me, is there any need of our present leaders?
      I could remember a song, sang by corp members in the orientation camp in Shagamu, Ogun State, where I served my NYSC in 1982. It went so:

      Those were in those days when we respected each the other more. History can not be re-writen but my hope is that, let us be ourselves.
      To be ourselves, I think, every Nigerian should try to respect him/ or herself. Studies have shown that, the person that respects himself, automatically has even a higher level of respect to others. By so doing, I am very sure that Nigeria would be greater not only in Africa but worldwide. The country, has nevertheless,  been showing some superiority, in moral decadency, over many REKETTY European countries.

I couldn't believe what I saw; very upsetting, wallahi. I wonder what kind of hearts those murderers possess to have carried-out those killings without care in the world. I heard one bastard among them instructing the shooter "in the chest, not the head; I want his hat". Don Allah hear this! Ko animal ba ayi masa haka ba.
