Kwankwaso launches Tree Planting Campaign in Tukwi
 
Governor Rabi’u Musa Kwankwaso of Kano state has launched this year’s tree planting campaign at Kano state poultry Institute, Tukui, Makoda local government area and presided over the graduation of the 200 women who were given three-month intensive poultry farming training at the same venue.
Speaking on the joint occasion, Governor Kwankwaso said that said three million seedlings are to be distributed to people as well as the schools, government ministries and parastatals in the state as part of efforts to fight desertification.
He stated that his government decided to reintroduce the tree planting exercise to create awareness on environmental issues and to spearhead efforts aimed at protecting the ecosystem.
“We can’t allow things to continue to degenerate anyhow. Continued deforestation is threatening our farm lands as well as human and animal existence. Everybody is at risk so we must join hands to stop desert encroachment and its attendant effects”.
He therefore cautioned people against indiscriminate felling of trees and other physical activities that are not friendly to the environment, urging people in the state to embrace the culture of tree planting for their own good.
The governor directed the state Commissioner for Environment to start the distribution of the free seedlings provided by government on time in order to take the advantage of the current rainy season.
On the training of women in poultry rearing, he stated that it is the third phase of its kind aimed at empowering Kano state women, where over N9 million has been spent.
Governor Kwankwaso said during the training, beneficiaries were taught various poultry techniques in addition to the Islamic and civic education courses to give them a broader view of life.
He said each woman would go home with complete poultry facilities ranging from feeding equipments, medications and donation of the chickens for them to start with. He therefore called on them not to sell the poultry and spend the money frivolously, as this would defeat the purpose of the empowerment training.
“We will mobilize vetinary doctors to go round each of the local governments and supervise the exercise to avoid any unwholesome acts, at the same time provide beneficiaries with advice for the success of the programme”, Governor Kwankwaso explained.
Meanwhile, Governor Rabi’u Kwankwaso paid an inspection visit to the site of the on-going construction of Bandarawo city and assured that all the three cities being built by his administration would be completed before the end of his tenure.

Family and associates of the recently assassinated Deputy Inspector General of Police (DIG), Mr. Sale Abubakar Ningi, were Tuesday taken aback when one Salihu Goni,  during interrogation by a team of detectives from the Kano State Police Command, allegedly owned up as the mastermind of the plot that led his death along with two others in Kano three weeks ago.

Goni, also known as Kaka, was said to have told a team of police detectives during interrogation that he shared close relationship with the late former police boss, stressing that the closeness put him at vantage to hatch and successfully execute the plot.

“The late DIG Ningi has been my benefactor, he had helped me with money, food items during Salah celebrations and other festivities, and had been a constant visitor to the house, and severally I wine and dined with the family,” Goni confessed.

Explaining how he hatched the heinous act, the suspect, who was picked up by the police at Hotoro Haye in Kano metropolis, confessed that he monitored the Ningi’s movement and alerted one Gana Bukar, also in police custody, to lay ambush with one other person now at large.

Ningi, alongside his friend and driver, were murdered, while returning from his factory at Dakata Sauna Kawaji Industrial Layout, an outskirt of Kano metropolis on June 5 by suspected gunmen who rode on motorcycle.

Addressing journalists on the development, the state Commissioner of Police, Mr. Ibrahim Idris, said further investigation had led to the arrest of other suspects in connection with the murder of the late senior police officer.

He disclosed that one Muhammed Tahir, 22, was arrested at Dandishe Kurna Asabe quarters, adding that three cans of Improvised Explosive Devices (IEDs) were recovered from his shop.

The commissioner noted that the suspect also confessed during interrogation to have conspired with several others to launch an attack at the Bayero University Kano
(BUK) worship centre on April 29. also confessed killing a Customs and SSS officers.

“We have widened our dragnet and robust investigation is ongoing and we will do our best to get to the root of the heinous crime in the state,” the police commissioner stated.

Kano State government has recruited 1002 graduates into its civil service.

Presenting the new employees with their appointment letters in Kano at the weekend, Governor Rabiu Musa Kwankwaso said the recruitment was based on merit and all those recruited were drawn from the 44 local government areas of the state.

The governor advised them to show commitment to their assigned job as government would not condone any act of insubordination or corruption.

Of those recruited, 600 would be posted to teach in schools across the state.

Niger republic is to tap gas from its crude reserve in Zinder province, part of which will be transmitted to Nigeria, because of its importance as a strategic neighbor.

Also, the country is to construct a coal power plant in Taoua, a move which will reduce its power dependence on Nigeria, which currently supplies 60-70 percent of the Nigerien energy need.

The country’s Minister of Energy and Oil, Foumakoye Gado announced this when he received Kano state governor, Rabi’u Musa Kwankwaso who visited him in Niamey, the capital of Niger republic.

He told Governor Kwankwaso that the country’s only refinery currently produces 16,000 BPD of crude oil while its daily need is 6,000-8,000 BPD, explaining that Niger intends to sell its excess crude to Nigeria and Burkina Faso, the proceeds of which would be utilized to improve social services.

Further, Mr. Gado said his country plans to lay oil pipelines from Niger-Chad-Cameroon, pointing out that this is a critical project in which the private sector from Nigeria can invest.

“Only last week, a Former Nigerian Minister Adamu Aliero was allotted an oil block in Niger republic for prospecting so the oil sector is a good area for Nigerian investors to come in,” said the Minister, adding that Kano state and Niger republic could also collaborate at the levels of government and the private sector in energy development.

Responding, Governor Kwankwaso expressed satisfaction with the level of commitment with which Niger republic is revamping its energy sector, noting that businessmen from Nigeria, especially Kano state should invest in the Nigerien energy sector for mutual benefit.

Meanwhile, Governor Kwankwaso has stressed the need for Nigeria and Niger republic to partner in the area of livestock development and enlightenment of cattle rearers on modern animal breeding.

The governor who made the call while exchanging views with the Nigerien Minister of Livestock Development, Mahaman Elhadji Ousmane in his office, said primitive breeding techniques, climate change and nomadism have adversely affected livestock development particularly in the two sister countries.

The governor disclosed that part of measures taken by his government to improve livestock development included the establishment of a livestock institute and five other agriculture based institutes, adding that machinery has already been set in motion for the training of 5,000 youths and the same number of women on cattle husbandry.

Kano State Government has concluded arrangements to award a contract for the construction of two fly-overs in the Kano metropolis.

The Public Relations Officer of the state Ministry of Works, Malam Bashir Habib, disclosed this to the News Agency of Nigeria (NAN) on Tuesday in Kano.

He said that the contractors had already presented tenders to the ministry.

Habib said that the Commissioner for Works and Housing, Alhaji Abba Kabir, had said that the contract award would follow due process.

He noted that the aim was to fulfil the state government’s pledge to decongest the metropolis as soon as possible.

According to him, the two fly-overs will take-off from Zaria Road to Ibrahim Taiwo Road while the other one will extend to IBB Way.

Muhsin, i believe they refer to degree holders. I was told that the state guidance and counselling board sold employment scratch cards for N200 and they sort of created a database for indigenius graduates. I have not verified sha, but i believe its a good thing to do.

Kano state to train 100 pilots abroad
 
100 indigenes of Kano state are to be sponsored by the state government for training as pilots and other aviation professionals, the state governor, Rabi’u Musa Kwankwaso has announced.

Giving the indication while receiving the General Manager, Mideast Aviation Academy, Jordan, Abdallah Twerish at the government house in Kano, Governor Kwankwaso stated that it is the vision of the government to ensure that Kano citizens dominate the aviation industry in Nigeria in the near future.

He said following initial discussions with the managements of International Aviation College in Kwara state and that of the Nigerian College of Aviation, Zaria, it was realized that the two institutions cannot provide slots of all the proposed 100 indigenes of Kano state.

For this reason, Governor Kwankwaso said the Jordanian aviation institute was invited for discussion on how the government can collaborate with the institute on training of prospective pilots and aviation professionals from the state.

“Apart from this, we have commenced preliminary dialogue with Gulf Medical University, Dubai, UEA for possible establishment of a medical institution in Kano. These are part of efforts we are making to make sure that our citizens make use of all the opportunities they deserve”, the governor maintained.

He said the government has made significant progress on a similar program whereby 500 Kano graduates with first class and second class upper degrees will be sponsored for postgraduate studies overseas, highlighting that the recruitment of 1003 personnel into the state civil service would also commence before long.

Therefore, governor Kwankwaso appealed to people in the state to encourage their young ones to take advantage of the opportunities provided by the government, work hard and earn decent living so that Kano would attain its rightful position in the scheme of things in the country.

Earlier in his remarks, the General Manager, Mideast Aviation Academy, Jordan, Abdallah Twerish said the institute will be happy to collaborate with the state government in training its students, explaining that the academy is internationally approved and recognized by professional aviation bodies.

Mr. Twerish noted that at present, some of his academy’s students are from Kano and are among the best students, assuring that qualified indigenes of the state and other international students would not be denied admission into the academy.

Subhanallah,this is bad news. But does a person need to have a degree to qualify as an enclish teacher? I thought a National Certificate of Education (NCE) is sufficient for one to be a teacher?

Consequently,all those who have earlier applied for jobs in the civil service but were not interviewed are requested to report for interview scheduled to be conducted from the 17th - 21st july,2012 at the following designated centers:

• Rumfa College, Kano

• Hospitals management board

• Ministry of higher Education

• Kano State University of Technology

Similarly, interested qualified youths that are yet to apply can do so by purchasing scratch cards from the office of the secretary to the state government and filling the online data forms.

57th Kano State Executive Council Meeting
 
Today Wednesday 18th July, 2012 (29TH Sha’aban, 1433 AH) the Kano State Executive Council  held its Fifty seventh (57th) sitting in continuation with sequence of previous sittings during which important policy issues and programmes that positively impact on the quality of lives of our citizenry were deliberated upon.

Today’s Council Sitting was presided over by the Governor Engr. RABI’U MUSA KWANKWASO FNSE during which 16 memoranda were submitted by 10 MDA’s for deliberation by the Council. An expenditure of N5,976,004,483.30 covering 13 projects was approved for execution by the Council.

1. Office of the Secretary to the State Government.
Request for funds from the implementation committee on North-West University to undertake some vital commitments toward implementation of North-West University:

Contents of this memorandum politely intimated the Council of the fact that the implementation committee should be considered as the Council and Management of the University according to the law establishing the University committee under its transitional provision. As such, the committee found it imperative to submit request for the facilitation of some urgent requirements for the University for Government’s consideration. The aggregate sum of N26,318,050.00 is requested for release by the Council to enable the committee facilitate for the Under-listed;

Advertisement in four (4) National Dailies for the post of Academic and senior Non-Academic positions.
Construction of phase II, III and IV Website and Portal Development.
Digital Scrolling Sign Board at take-off Site.
Advertisement for admission on radio, television and print media.
Metal sign board for the University.
Cost for interviews of applicants for the post of vice chancellor (i.e one from Oman the other from USA). Both have to be refunded for their return tickets.
Council noted, considered and approved for the release of the requested sum of money to the office of the secretary to the State Government for onward payment to the implementation committee on Northwest University to facilitate for the stated vital commitments for the University to properly take-off.
 

2. Ministry of Works, Housing and Transport.

Three (3) memoranda were submitted by the Ministry of Works, Housing and Transport for deliberation by the Council as follows;

a)Request for funds to facilitate for the Installation of Solar Powered Street Lights in Kwankwaso town and its surrounding environment:

Contents of this memorandum coherently reminded the Council of the present Administrations policy and general effort in the area of installation and rehabilitation of street and traffic light in urban Kano with a view to providing adequate illumination for the enhancement of security of life and property. Such gesture is considered imperative for extension to Kwankwaso town by the Ministry of Works, Housing and Transport with a request for the release of the sum of N87,486,210.90  to facilitate for the purpose. Council considered and approved for the release of the requested sum of money to the Ministry of Works to undertake the stated project.

b)Submission of a proposal on the purchase of Sand Crete Block making machine for use at the Model Village Programme at Warawa, Kunchi and Makoda:

Council noted, considered and directed the Honorable Commissioner for Works, Housing and Transport to represent the issue more Comprehensive (cost inclusive) by next Council sitting.

c)Request for funds to facilitate for the Construction of new Office complex at Government House Kano:

N274,272,481.09 was approved for release by the Council to the Ministry of Works, Housing and Transport to expedite action in the facilitation for the construction of the new office complex at the Government House Kano. This is with a view to clustering the present dispersed offices into blocks for effective service delivery as coherently suggested by contents of this memorandum.

3. Ministry of Information, Internal Affairs, Youth, Sports and Culture.

Four (4) memoranda were submitted by this Ministry for deliberation by the Council as follows;

1. Request for Funds to enable participation of Government College Kano (KTC) in the Keele University International Football Cup Tournament in England (22nd – 29th July, 2012):

Contents of this memorandum politely alerted the Council of an invitation received from West Africa Schools Sports Union (WASSU) for the participation of Government College Kano (KTC) in the Keele University International Football Cup Tournament in England (22nd – 29th July, 2012). The sum of N24,724,000.00  is requested for release by the Council in order to sponsor 25 delegates to the tournament – viz.

The Honorable Commissioner for Education.
The School's Principal.
State School Sport Officer.
Old Students Association Representative.
Parent Teachers Association (P.T.A) Representative.
18 Players.
2 Coaches.
Total = 25

It is imperative for the Council to note that the invitation resulted from the startling performance of the College in Dubai and Manchester Championships (25th August – 3rd September, 2007 and 27th April – 3rd May, 2010) respectively. Again, participation at the tournament coincides with the 2012 London Olympics which makes the organizers to package some benefits derivable which include;

Exposure to European Union Football Association (EUPA) and Federation of International Football Association (FIFA).
Participation in a coaching clinic organized by Manchester City Coaches.
Excursions.
Opportunity to participate alongside their peers from 25 countries across the globe.
So, council noted, considered and approved release of the requested sum of money to the Ministry to enable facilitation of the stated purpose.

2. Request for funds as assistance to Kano Pillars and Dabo Babes Football Clubs billed to represent the State at National Challenge Cup Competitions 1st week of July, 2012 in Lagos:

Council approved for the release of a trimmed down sum of N1,000,000.00 to the Ministry of Information for onward payment as assistance to the referred Football Clubs wishing them luck in the stated endeavor.

3. Request for funds from the State Sports Council, to enable the state Basketball team participate in the 2011/2012 DSTV Final-8 at National Stadium Surulere, Lagos (21st – 29th July, 2012):The aggregate sum of N3,000,000.00 was approved for release by the considerate Council to the Ministry of Information, Internal Affairs, Youth, Sports and Culture to enable the participation of the State’s Basketball team in the DSTV Premier and most prestigious \Basketball Competition in the Country.

4. Request for funds as assistance to the National Orientation Agency Kano Office:

Contents of this memorandum politely notified the Council of the inability of the Agency to publish the monthly Hausa Newsletter “KAKAKIN NOA” due to financial constraints. As such, the magnanimous Council noted, considered and approved for the release of N500,000.00 to the Ministry of Information for onward payment as assistance to the Kano State Office of the National Orientation Agency to enable continuation of the monthly publication.

4. Ministry of Education.

Request for funds for the Rehabilitation of Tarauni Primary School Classroom Blocks (Nassarawa LGCA’S):

Council approved for the release of the requested sum of N18,655,190.00 to the Ministry of Education to enable SUBEB execute the rehabilitation project at Tarauni Primary School in Nassarawa LGCA since it is in line with the present administration’s resolve to positively intervene in the Education sector at all levels and the fact that the school is strategically located.

5. Ministry of Health.

Two (2) memoranda were submitted by the Ministry of Health for deliberation by the Council. Thus;

Request for funds for the construction of Wall Fence and Gates at school of Nursing, Kano:
Attention of the Council was politely drawn to a letter received from the Department of State Services requesting for redressing of the physical security at the School of Nursing Kano by the Ministry of Health. And, contents of this memorandum went further to acquaint the Council of findings that resulted from visitations to the school by the Ministry Officials which include;

The main gate is dilapidated needing replacement.
Construction of a wall fence is required.
Council noted, considered and approved for the release of the requested sum of N12,208,684.25 to the Ministry of Health to effect the stated project based on its significance and relevance in fortifying the school’s premises and securing it against encroachment and trespass.

Request for funds for the general renovation of Hasiya Bayero Pediatric Hospital, Kano.
The requested sum of N54,685,203.45 by the Ministry of Health for the general renovation of Hasiya Bayero Pediatric Hospital was approved for release by the Council in consideration of the facts that;

The Hospital is the only independent/specialized Pediatric Hospital in Northern Nigeria but suffered serious neglect from the past administration.
The entire structure of the Hospital requires urgent attention to address leakages, completion of external interlock tiling and parking space, wall fencing, construction of gate and mechanized borehole, e.t.c.

6. Ministry of Planning and Budget.

Request for funds to facilitate for the preparation of the new Development Plan/Policy Document:

Council noted, considered and appreciated contents of this memorandum as stating the need for the stated purpose which composes series of activities with financial implications such as Logistics, Consultancy Support Services, Fueling, Provision of Stationary/Office Consumables, e.t.c. So, Council approved for the release of the requested but trimmed sum of N5,000,000.00 to the Ministry of Planning and Budget to expedite action on the preparation of the new Development Plan/Policy document in view of its significance in the day to day running of Government.

7. Ministry of Commerce, Industry, Co-operatives and Tourism.

Submission of Information Memorandum on need to revisit the issue of the Concept of Constructing an Indoor Pavilion at the Kano Trade Fair Complex:

Contents of this memorandum adequately alerted the attentive Council of the Commitment of the past administration on the referred issue which was in response to the need for the State to conform to global practice. Nevertheless, the project was to be jointly funded by the Federal and State Governments. The former did not comply while the latter appropriated N140,000,000.00 in the 2010 approved budget. The contract for executing the project was awarded and the company mobilized to site where resources were committed. Council noted, considered and approved for the enacting of a committee to look into the issue and report findings for consideration.

8. Office of the Head of Civil Service.

Request for approval to release two (2) officers on Leave of Absence:

Council noted, considered and approval for the release of the two officers as requested by contents of this memorandum which presented the concerned officers as;

AbdulRahman AbdulHamid (Lecturer 1) at Kano State Polytechnic selected to participate in the Technical Aid Corps (TAC) Programme in Namibia for two (2) years.
Rabi Manzo (Chief Matron) at Hospitals Management Board to participate in the TAC programme at Rwanda for two years.
Both Officers are on permanent and pensionable appointment and Council wish them safe return to their respective duty posts and hope for their being good ambassadors of not only Kano State but the Nation at large.

9. Ministry of Water Resources.

Request for upward review of monthly remittance to the Ministry of Water Resources for Maintenance (Diesel and Services) at Gidan Murtala stand-by electricity generator:

Council noted, considered and approved for the upward review of the monthly remittance from N1,000,000.00 to N1,839,000.00 as requested by contents of this memorandum due to cogent reasons forwarded by the Ministry.

10. Ministry of Land and Physical Planning.

Request for funds to facilitate for the execution of the 5th batch Local Government five (5) Kilometer Road Project:

Contents of this memorandum reminded Council of its approval on the execution of similar projects at twenty nine (29) Local Governments. Now, the Ministry of Land and Physical Planning requests for the release of the sum of N5,467,415,962.71 for the execution of five (5) Kilometer Local Government road project in three (3) LGCAS which include Garko, Garun Malam and Rogo. This brings the total number of similar projects to 32. Council approved for the release of the requested sum of money to the Ministry of Land and Physical Planning to facilitate for the laudable project that has the potential of opening up the entire State for viable economic development.
