dual citizenship for African-Americans

Does anyone know anything about this?  I have heard that this is possible definitely in some african countries like Ghana for instance and maybe in others.  Do I just need to fill out some paperwork and then send it in?  then get my passport sent back to me? 

More importantly, I wonder what would be a good African country to obtain dual citizenship with?  what do you all think?
